Before sending an appeal to us, businessman Sergey Erin for more than fifteen times sent his appeals to the district department of architecture and urban planning with a request for the state agency to correct the details in the database "Address Register" and to eliminate the mistake made by them", - explained in the preamble director of Zharkain branch of the Regional Chamber Abay Suraganov.
But the essence is. In 2014, the government agency without any reason has withdrawn the registration number "35", under belongs to the shopping center "ES", owned by the businessman, it was recorded in the judiciary since 1999. This number somehow was given to the building of the tax administration, in violation of town planning rules and regulations. Meanwhile, according to the general plan of the town of Derzhavinsk, fiscal authority always was listed under the number "31".
It looks like a mistake, he could change the number, as he was strongly advised the department of architecture, but it is not so simple. Since 2007, the shopping center is registered in the judiciary as a collateral for a credit line at STB. And in order to change the data it will take a lot of time, effort and, of course, money.
"I found out about the illegal change of registration in the database only in 2015, when he wanted to extend the credit line at the bank. On 24th of June 2015 through the CSP, I applied to the department of architecture on bringing the data in order. The answer - the relevant order - was somehow dated two days earlier – 24th of June 2015, i.e. two days before I submitted the application", - state Sergey Erin.
However, after the publication of this order, the public authority has not made changes to the database. A week later, Erin turned back to him with the repeated statement, but then the official kept silent. The situation remained unchanged, at the same time a businessman was persuaded to alter documents.
The case moved forward only after the appeal to the Chamber. Together with the department of protection of the rights of entrepreneurs and reduction of administrative barriers the branch manager was actively working on a solution of this problem. After the study of the materials of the entrepreneur, the experts of the Chamber came to the conclusion that Erin observed all conditions and requirements concerning the legal address of the Trade Center.
The outcome of the proceedings was the order issued on 21st of February by district department of architecture and urban planning based on the directive of the authorized body, the real estate was assigned the former legal address.
The businessman got an opportunity to purchase a license for commercial property, as well as to get a loan in the second-tier bank, he expressed in a letter of thanks the sincere appreciation to the staff of the Regional Chamber.
