Entrepreneurs of NKR have high expectations of the Business Ombudsman
The range of problems, with which they have addressed to the Commissioner for the Protection of the Rights of Entrepreneurs Bolat Palymbetov, is wide
These are the issues of the regulation of the annual license fee for the storage and sale of alcohol, transportation between the countries of the CIS and EAEU, and other relevant business issues.
Owners of small shops, so-called "shops within a short walking distance", have told that they can’t cope with the burden of payment of license fee in the amount of 212 100 tenge. Soon will come the deadline for its payment: July 20. Penalties for failure to pay: 150 MCI – for the first time, 100 MCI – for the second time, threaten to "strangle" their modest business, say owners of shops with sorrow. They do not refuse to pay the annual license fee (ALF), they just ask to make a differentiation for small shops and large supermarkets, where sales of alcohol volumes widely vary. Or to withdraw beer and wine from the scope of the license fee. If the sale of malt and grape beverages will not require licensing, as such a practice exists in many countries, they all refuse from the sale of other, stronger spirits. According to businessmen, they take alcohol license, mainly because of demand for beer and wine.
This problem was previously discussed within the walls of the regional Chamber of Entrepreneurs with participation of experts and representatives of the competent state bodies during individual meetings and round tables. Then the officials promised to report to the higher profile authorities about the request of owners of small shops and propose appropriate amendments to the law. But, according to entrepreneurs, if the Business Ombudsman takes the case under control, their requests and suggestions to the relevant departments will be heard much faster, respectively, if the necessary the relevant legislation will be developed faster. Moreover, the problem is systemic, and many businessmen from other regions know this firsthand, believe entrepreneurs of North Kazakhstan. Wholesalers of alcohol also joined to the retailers’ request. They asked to enter a differentiated ALF for district and regional centers. The reason is the same: a completely different volume of sales of alcoholic drinks.
Another pressing problem is related to milk powder producers. Director of LLP "Taiynsha sutі" Kairgeldi Targautov says: "We produce, among other products, dry milk. There are only four such plants as mine in Kazakhstan. One is located in Pavlodar, the remaining three in NKR. For the third year milk powder production is subsidized in our country. The country consumes about 18-20 thousand tons of this product, and produces about 10 thousand tons. Only one plant out of three plants in the region gets subsidies. For three years I address to different structures and authorities with the question why only one out of three plants gets subsidies. And we are talking about the amount of 200 million tenge. And if financial assistance is provided only to one enterprise, it can "knock down" the other two, because, they do not get the same support, the latter two already go into the shadows. It turns out, that the equality of rights is not respected by the state. And I say about this to all the meetings, but the question is still not resolved".
"Subsidy system is focused on the end product. If the plant produces milk powder and butter, according to the rules, only one type of product is subsidized, that is, only oil production is supported financially, milk powder production is not. We have a lot of plants running on dry milk. A large part of it is bought abroad, and the capacity of our plants is not actually used in full force. And in the spring and summer – when the most of the milk come, the plants do not have time to process it - the plants could produce dry milk. This question is indeed very topical", - explained the director of the Chamber of Entrepreneurs of NKR Turar Iskakov.
Businessmen of Timiryazev district complain about losses due to dug and washed out roads. According to an entrepreneur Galina Vorobyeva, it is a headache for the whole business community of the district because there is no way to deliver products to consumers and to customers, and especially to export. Lorry with the product simply can’t pass. In connection with the situation businessmen wrote a collective letter to the district and regional Akimats. They know about the situation and want to solve this problem, and the money was allocated for repairs, but the Ministry of Finance seized the accounts. Therefore, entrepreneurs of Timiryazev district addressed to the Business Ombudsman for assistance. According to Vorobeva, the authorities have created all the conditions for entrepreneurs, but now they suffer due to logistical difficulties. However, the deputy akim Ratmir Akhmetov informed alarmed businessmen that within a week - two will start repair of roads.
Other businessmen complain on the national company "KazAgroFinance". In particular, the North Kazakhstan company “AVAGRO”, under the terms of the agreement, the national company must pay for the purchase of products within 10 days. Now, however, the part decided unilaterally to extend the period of payment up to 50 days.
"Nobody has the right to make changes unilaterally to the existing contract, if this possibility is not spelled out in the document. This is not the first time such a problem occurs, entrepreneurs in other regions had similar complaints. I hear about it nearly as often as about problems of subsidies for animal husbandry, crop production and other aspects of agriculture. I raise this issue ", - assured the Business Ombusmen Bolat Palymbetov.
Natalia Bromot, director of "Etalon zapchast", spoke about the problem of her company, "We have been working for almost 10 years in the region. We are a wholesale and retail supplier of agricultural machinery and spare parts. We import it within CU to Ukraine. But recently, the Russian President issued a decree on the introduction of a temporary ban on road and rail transport of goods from Ukraine via Russian territory. It came into effect on 1st of July, this time two trucks intended for us were reversed and the goods have not been delivered to us. Losses are enormous. "According to the director of the department of legal protection of entrepreneurs of NCE RK Oleg Savelenko, measures to solve this problem as soon as possible are being taken. However, it should be addressed at the international level.
Overall, at the reporting meeting, which was attended by the Commissioner for the Protection of the rights of Entrepreneurs Bolat Palymbetov, Regional Chamber of entrepreneurs and state bodies, were announced a few dozen problems, both of unique and system character. Some of them were told at the time of reception of entrepreneurs individually.
