It is required to create the union of educational institutions, industrial structures for professional orientation of pupils in the Republic of Kazakhstan

At a conference at "Atameken" was discussed and approved the concept of development of common approaches to career-oriented work

At the site of the National Chamber of Entrepreneurs of Kazakhstan "Atameken" met representatives of agencies and organizations responsible for the theoretical and practical application of career guidance approaches in Kazakhstan.

Director of the Department of Human Capital Development NCE RK Olzhas Ordabaev in his welcoming speech to the participants of the event noted that, on the one hand, in Kazakhstan there is the problem of unemployment, on the other hand, a large number of employers are looking for qualified staff.

The representative of the National Chamber nalled the lack of systematic and effective career guidance model one of the reasons for this imbalance. Vocational guidance as part of the educational process, which is associated with the identification of the natural ability to learn and to focus on the demanded occupations is the basis for a productive use of labor resources in the country.

"We have repeatedly sought workers for large enterprises, for example, ordinary seamstresses. And it was very difficult to recruit people with such abilities", - he said.

Gulsim Muzdybekova, the chief expert of preschool and secondary education of MES of RK  emphasized that in order to form an informed choice of professions, opportunities and prospects, the program of vocational guidance will be introduced at high schools.

Director of the Center for professional testing and counseling "Nur Bagdar" Aisha Sabur, noted in her speech that there is an understanding of the importance of career guidance in Kazakhstan, but there is no single approach to this work. "All relevant departments, structural divisions, companies carry out this work on the basis of their vision. There is no single coherent strategy. We would like to offer the possibility of creating a single authority for vocational guidance in Kazakhstan, where would be present all interested stakeholders - ministries and agencies, which are already included in this task", - she said. "The authority would take over the development of a common vision and strategy for the development of vocational guidance in the country, as well as the distribution of responsibilities among stakeholders in the process", - she explained.

A. Sabur stated that there is a big gap between education and the labor market in the country. "Unfortunately, often there are too many graduates, specializing in a certain major and they can’t find employment, and there are no specialists in other fields. And there are some qualifications, which are not taught in our country. At the same time there is a big gap between the employer and the education system. That is, there is either lack of personnel, or they are not motivated, because they have been incorrectly selected, received a diploma and do not want to work by the occupation or they come to work, counting hours before they leave home", - she said.

Alia Sarsekeeva, chief expert consultancy Management Research Center "Youth" told about the serious role of institutions of youth policy in the career-orientation work. The speaker called for close cooperation between schools and colleges with youth organizations in the orientation and diagnosis of pupils.

Zhanar Mambeeva, executive director of "Nur Bagdar", presented materials of the sociological research on testing knowledge of pupils of 9-10 classes about modern professions. "Professional orientation - is not only to familiarize students with the enterprises, with the professions, it is a deeper question related to occupational diagnosis, identification of natural ability and so on", - she said.

Understanding the importance of the issue of vocational guidance prompted NCE RK to come with the initiative to develop a uniform model of career-oriented orientation with the mandatory inclusion of elements of a professional diagnosis.

One of the main objectives of the conference was to raise awareness about the urgent need to unite the efforts of educational institutions, public and industrial structures in the organization of vocational guidance, not only among school students, but also among adult unemployed population.
