Mikhail Kosachev will head the Chamber of expert organizations of Kazakhstan
For two months the Chamber received 500 design and estimate documents, but only 34 appropriate conclusions were issued
The professional association of accredited expert organizations "Chamber of expert organizations" (CEO) was established in February of this year in order to consolidate and to further develop the expert activities in the field of design of construction objects.
On 18th of April at the site of "Atameken" was held a general meeting of members of the Chamber of expert organizations during which it was decided to change the composition of the Board of CEO. Yuliya Yakupbaeva reported about resignation from the post of the chairman of the Chamber of expert organizations and proposed the candidacy of Mikhail Kosachev to the position of President of the Chamber, who, according to her, is a professional in this field. "Mikhail Borisovich has extensive experience in the field of expert activity. He is familiar with its characteristics, at one time he served as a chairman of the Committee for the construction of MNE of RK", - said deputy chairman of NCE, representing Kosachev to the members of the CEO. Aslan A. Tukiyev also resigned from the Chamber of expert organizations, who held the post of the Executive Director of the Association of real estate developers of Kazakhstan, now he is appointed director of the Institute of Legislation. "Aslan A. Tukiyev – is a professional, without his contribution the Chamber of expert organizations would not texist", - said Yuliya Yakupbaeva.
As you know, the Chamber began its operation in February of this year. Currently, 46 expert organizations obtained accreditation at the Committee for Construction, Housing and Communal Services and Land Management of MNE of RK, 40 of which are members of the Chamber.
Over the past two months since the creation of the CEO, a lot of work has been done. As it was said by Yuliya Yakupbaeva, the Chamber of expert organizations in collaboration with NCE and Committee for Construction of MNE resolved the issue of the single portal, thus, ensuring smooth operation of expert organizations. According to her, 500 design and estimate documents were received through a single portal, there were issued 34 appropriate conclusions. Amendments were introduced to the legislation of the Republic of Kazakhstan by joint efforts in terms of a significant expansion of the list of facilities subject to examination, offices were equipped and the website saraptama.kz was launched.
"Currently, the Committee for Construction initiated amendments to the rules, determining the general classification of buildings and structures to technical and (or) technologically complex objects, which allowed to transfer residential and multi-storied buildings of up to 10 floors to private expertise, irrespective of the presence of seismic and other special geological conditions in the area of construction, shopping and entertainment facilities up to 800 people, ground or underground parking garages, ground floor height of no more than 5 floors underground no more than 2", - Yuliya Yakupbaeva informed the members of the Chamber. However, she stressed that the two major and important decisions were taken in a record short time of existence of the Chamber.
National Chamber helped to establish CEO and to put on its feet. "Now you go to the independent navigation. The Chamber of expert organizations has the most important strategic objectives: to develop further the expertise of the market and its continuous improvement both through legislative initiatives, and by resolving the existing problematic issues", - summed up Deputy Chairman of NCE RK Yuliya Yakupbaeva.
She also added that the development of the Chamber of expert organizations is carried out through the efforts of people, who work for the benefit of expert activities.
"I would like to thank the Ministry of National Economy, as well as the largest business associations of the industry (ACP, NASO, the Association of designers) for their contribution to the establishment of the Chamber of expert organizations", - noted Yuliya Yakupbaeva.
