Certification should be voluntary
At NCE RK "Atameken" was held a meeting on the issues of certification of the personnel in the field of non-destructive testing
The event was attended by representatives of the authorized state bodies, LLP "National Centre of Accreditation", RSE "Kazakhstan Institute of Standardization and Certification", participants of the market of NDT, Kazakhstani Association of Non-Destructive Testing and Technical Diagnostics (KANKTD). The meeting was opened by the Acting Deputy Chairman of the National Chamber of Entrepreneurs of Kazakhstan "Atameken" Dana Zhunusova. The Deputy Chairman of the Committee for Technical Regulation and Metrology of the Ministry of Investment and Development of Kazakhstan Galymzhan Dougalov also made a speech.
During the discussion on the application of the requirements for qualification of personnel, clarifications have been received from the authorized state bodies on the following issues: the legitimacy of qualification certificates issued in accordance with GOST 30489 until the end of their validity and the need to clarify the previously announced position of CTRM; voluntary certification of personnel and recognition of accreditation of certificates by a National Qualification Center; as well as the use of the non-governmental voluntary standard KANKTD by participants of testing.
Following the meeting, the representatives of "Atameken" expressed their position. So, NCE believes that personnel certification relates to the field of voluntary conformity assessment, and the decision about obtaining a certificate of conformity from an accredited body for conformity assessment or qualification certificate at the training center is made by the customer on the basis of market requirements or recommendations of the competent authorities.
According to the law "On technical regulation", the targets set in the non-governmental standards should not duplicate national, regional and international standards. The adopted KANKTD nongovernmental standard "Non-destructive testing and technical diagnostics. Qualification requirements for organizations to provide services in the field of non-destructive testing and technical diagnostics" duplicates the requirements of ST RK ISO / IEC 17025-2007 and ST RK ISO 9712-2014 and is subject for revision.
The participants of the meeting decided to appeal to the competent authorities of the Republic of Kazakhstan for an official explanation.
