The national chamber submitted a proposal to protect buyers from substandard goods
Substandard goods roster will help to protect consumer’s interests.
Atameken chairman of the board Ablay Myrzahmetov told about the proposal at the government session on February 6. According to his words, the customer is not aware of the information on unsafe and dangerous products so Atameken suggests to create and to implement special information tool that will provide with clear criteria of listing and de-listing goods procedures.
“The products are being identified but are not registered anywhere. We as the national chamber and business stand for the principle of good faith and think that this information tool must be implemented. This sphere must be under control. So we can see through the roster which product meets the requirements and which does not” – said Ablay Myrzahmetov.
According to Atameken it is necessary to take complex measures to stop the turnover of substandard products. Committee for public health protection food safety department controls the implementation of technical regulations within the country. It’s just 20 % from total amount of products that need safety requirements. The government doesn’t control 25% of implemented technical regulations. It concerns domestic and industrial electrical products, machinery and equipment, building materials, vehicles and their components.
“It’s obvious that it is a threat to people’s health but also it may lead to the situation where cheap unsafe products displace good quality products from the market”- noted Ablay Myrzahmetov.
Technical regulation is the main thing that might provide domestic business competition. Besides, according to the tests, entrepreneurs themselves are not interested in national standards implementation. That’s why the national chamber thinks that it’s necessary to implement national standards as the references to statutory act in state procurements. This will provide the protection of manufacturer rights and will increase products quality.
The Government is currently working on the draft of legislation aimed at technical regulations development system which will touch all the current above mentioned issues. The national chamber will intensively participate in this drafting legislation and will provide maximum business interests consideration.
