A working group on the development of public-private partnerships in health care sector will be created under NCE RK "Atameken"
In the framework of the state program "Densaulyk" for the years 2016-2019 , there was developed a draft "road map" for the implementation of PPP projects in 2016-2018, with the expansion of the mechanisms of public-private partnerships and private investment. In this regard, the National Health Chamber held a meeting to discuss issues of implementation and development of public-private partnership in the field of health care, chaired by the deputy chairman of NCE RK "Atameken" Yuliya Yakupbaeva. The meeting was attended by representatives of the Ministry of Health and Social Development of the Republic of Kazakhstan, the Committee for State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan, the Kazakhstan PPP Center, Center for escort of PPP projects and business structures, regional Chamber of entrepreneurs also joined the discussion via the videoconference.
Speaking at the meeting, Yakupbaeva noted that for successful application of PPP mechanisms in the field of health care, implementation of pilot PPP projects must start, as well as creation of a "relevant office for projects" in order to optimize the approval procedures.
The representative of the National Health Chamber Arman Tleubayev noted in his speech that the draft documents, which will be developed for the implementation of PPPs, must focus on the support and development of domestic business, at the same time, leverage the experience and expertise of international consultants (for the implementation of large infrastructure projects) with representatives of NCE RK. He said that methodological support and the introduction of PFI as a form of PPP is the key issue of PPP.
To speed up the implementation of PPP projects in health care, participants of the meeting were encouraged to start implementation of contracts (rent) on management of medical facilities, leasing of PPP projects (medical equipment and equipment through local producers), PPP projects in the field of energy conservation and efficiency (with the participation of the National Institute of energy saving "Kazahenergoekspertiza"). As part of the service model, NCE once again announced a proposal on transfer of contracts of planned medical examination of schoolchildren to the private sector.
Following the meeting, it was decided to establish a Working Group on the basis of NCE, chaired by Deputy Chairman of NCE Yakupbaeva and Vice-Minister of Health and Social Development of the Republic of Kazakhstan, as well as representatives of the Ministry of Health, Ministry of National Economy, Ministry of Finance, Kazakhstan PPP Center, LLP "PPP support center", the National Chamber of health and the National Chamber of entrepreneurs of Kazakhstan for the implementation of PPP in healthcare sector. Once the Ministry of Health and Social Development of the Republic of Kazakhstan jointly with NCE determines PPP pilot projects in health care sector, there will be create an office for support of project, to optimize the PPP procedure in the field of public health care. NCE RK will keep the public informed on the promotion of pilot projects.
