PPP: to observe the interests of both parties
At a conference in Moscow was presented information about the investment projects of Kazakhstan in the sphere of public-private partnership
The organizers are the Trade Representation of the Republic of Kazakhstan in the Russian Federation and the National Chamber of Entrepreneurs of Kazakhstan "Atameken", with the support of the Ministry of National Economy of Kazakhstan, the Embassy of the Republic of Kazakhstan in the Russian Federation and the Eurasian Economic Commission.
The conference was attended by over 120 people, including representatives of EEC, the Embassy of the Republic of Kazakhstan to the Russian Federation, the Ministry of Economic Development of the Russian Federation, Kazakhstani Center of PPP, local government offices, major banks and businesses, entrepreneurs from the regions of Kazakhstan, as well as leading experts in the field of PPP.
They discussed prospects of development of public-private partnership in Kazakhstan. Members of the Kazakh side presented the currently implemented PPP projects, in particular, the construction of hospitals, colleges, highways, airports, and even a new district of the Kyzylorda city; they also spoke about the regulatory framework within the frames of which PPP projects are being implemented in Kazakhstan, on the procedures, on the conditions and opportunities for potential private investors in PPP.
Managing Director of NCE RK Alena Romanova as part of her speech, along with the features of the current legislation and statistics, focused students’ attention on the activities of NCE RK within the assigned functions. She noted that this functionality has allowed the Chamber to keep abreast - to see centrally initiated and implemented PPP projects, including at the regional level, to ensure transparency of the competitions and, most importantly, to work out proposals to improve the procedures for PPP.
"We can say with full confidence that NCE has become a platform, which allows to bring together stakeholders, to discuss issues and to develop conceptual solutions for the improvement of PPP mechanisms. For the year that the law was enacted, we, together with public authorities achieved a significant improvement of PPP procedures, first of all, to reduce the time to 4-6 months", - said the representative of NCE RK.
She also voiced the future work plans of the Chamber in this direction - to develop simple and clear, mutually beneficial model projects based on risk mitigation and compliance with the interests of all parties. Furthermore, NCE focuses on the introduction of state support measures, first of all, to ensure the long-term state order, clear criteria for the distribution of compensation.
In conclusion, the Chamber expressed its interest in cooperating with investors and the expert community to share experiences, to attract investment, joint solutions to current problems.
Within the B2B section the Kazakh entrepreneurs and project proponents were given the chance to discuss with Russian colleagues opportunities for cooperation. The Chamber held negotiations with the international company KPMG and other major experts which discussed the problematic aspects of PPP mechanisms, there was reached an agreement on the participation of experts at the site of NCE.
