"Atameken" – stands for division of PPP projects by their value
The National Chamber of Entrepreneurs offered to structure projects into three groups
To divide in categories projects in public-private partnership based on their cost - such a proposal was made at today's Government meeting by the Chairman of the Board of NCE "Atameken" Ablay Myrzakhmetov. "We consider it is very important in the law on PPP to structure projects for small - up to 500 thousand MCI, average - from 500 thousand to 4 million MCI, and large - more than 4 million MCI", - he said.
Ablay Myrzakhmetov stressed that this division "will give the possibility in principle for small and medium-sized projects to simplify the need to develop concepts". "The survey in the regions shows that interest for small objects is big, they want to participate, but the procedure - preparation of the PPP concept for entrepreneurs and small businesses, in fact, is a complex process", - said the Chairman of NCE "Atameken".
In addition, the National Chamber of entrepreneurs finds it possible to simplify the scheme of transmission of kindergartens in trust management. In this regard, "Atameken" supports the proposal of the Ministry of Finance to begin this process with a pilot project in the large cities, but in the middle of 2017 "to re-examine the possibility of new procedural simplifications for the business".
Ablay Myrzahmetov also focused on the preparation and holding of the second wave of privatization. "Of course, when the process of privatization was started, the head of state noted and there was an understanding that it will be difficult to part with this property and to transfer it into the competitive environment", - stated Ablay Myrzakhmetov.
"Atameken" has offered that the commissions at national holdings and national companies on the transfer of objects into a competitive environment "work under the general scheme", and at the meetings of the standing committees on privatization "discuss not only the transfer of the municipal property into the competitive environment, but also objects of subordinate organizations". "We could go by a single scheme, and it would give greater effect", - summed Ablay Myrzakhmetov.
