Department of Certification and Commodity Origin
Department of Certification and Commodity Origin (hereinafter - Department) is a structural division of the Atameken National Chamber of entrepreneurs of the Republic of Kazakhstan.
Department cooperates when due hereunder with all regional chambers of entrepreneurs on issues of certification of an origin of the goods, with state bodies, quasi-government sectors, business associations, and other organizations.
The key functions of the Department are as follows:
- interaction with state bodies of the Republic of Kazakhstan on certification of goods origin;
- monitoring the current legislation on certification of the origin of goods, preparation of proposals for improving the legislation;
- examination of legislative and regulatory documents in the area of certification of the origin of goods;
- participation in the work of consulting and advisory bodies at state bodies on certification of the origin of goods;
- cooperation with industry associations and committees on certification of the origin of goods;
- consideration of applications (complaints) from entrepreneurs within the scope of their competence;
- consulting members of the Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan on issues of certification of the origin of goods;
- training, professional development, and certification of the authorized persons of the regional chambers of entrepreneurs (hereinafter referred to as RCE);
- maintenance of the Register of the authorized persons of the RCE;
- maintenance of a unified database of issued certificates of origin of goods;
- general control over compliance with the requirements of the Rules of Activities on Certification of Origin of Goods through inspection and desk audits of RCE activities;
- providing the RCE with the blanks of certificates of origin of goods;
- organization of internal audits of the issued certificates of origin of goods for internal circulation;
- sending samples of stamps and signatures of persons authorized to certify the certificates of origin of goods to the authorized body on customs affairs, to the state body carrying out state regulation in the area of technical regulation, and also to customs bodies of the country of import;
- development and support of the methodology for formation and maintenance of the register of domestic producers of goods, works, services, and also for issuance of an industrial certificate;
