Who is the new driver of the economy?
It is necessary to strengthen the main factor of competitiveness - human capital. Eldar Zhumagaziev reported this at the IV Congress of NCE RK "Atameken". According to him, one of the problems of modern education is an inefficient school management system. The process can be brought to a qualitatively new level by creating a practice of trust management of schools by the business sector. "Already now, we are ready to take under management 1000 schools, to place methodological centers in the regions, which will focus on ensuring the quality of management, education, upbringing and development. And one of the most important elements is the training of teachers and school principals. These elements will make it possible to increase the efficiency of school education", - said Eldar Zhumagaziev, Deputy Chairman of NCE RK "Atameken". In order to disclose the entrepreneurial talents of secondary school pupils, the National Chamber initiated the inclusion of the subject "Fundamentals of Entrepreneurship and Business" in the school curriculum. The start has already been supported by the Ministry of Education and Science. Joint forces have prepared a training program. Classes will begin in 2018 and will take place among students of 10-11 classes, twice a week. "Discipline is new and therefore, we form a crowdsourcing platform for discussion of the curriculum, where we invite all the business community, teachers, parents and children themselves. In general, our mission and area of responsibility consider substantive work with 15% of future entrepreneurs and managers. This work can take a decade or more, but it's worth it. We will educate a pleiad of leaders in all sectors of the economy who will be the drivers of progress!", - Eldar Zhumagaziev emphasized. At the same time, in the presence of impressive funding there is no key element - the competitive salary of teachers. In 2016, the average salary of teachers was 2 times lower than the average salary in the country and below the national average for the OECD 10 times. "We consider the only possible way to develop the education system is to invest in people. Thus, it is necessary to raise the status of a teacher and bring it to the average level of salaries across the country", - the Deputy Chairman of the Board believes. Separately, Eldar Zhumagaziev dwelled on the problems of dual education. According to him, today only 5% of the total number of college students are trained in the dual system. And only half of them eventually find employment. The situation is affected by several factors. There is still no special Law "On Vocational Training", there are no measures to stimulate economically entrepreneurs engaged in the process, there are no transparent mechanisms for monitoring the employment of graduates. The basis of new educational programs should be the Professional standards, the development of which since 2016 belongs to the competence of Atameken's branch associations. In the process of developing professional standards, Eldar Zhumagaziev called for the active involvement of entrepreneurs themselves, since it is the employer who knows best what kind of knowledge, skills his worker should possess. "We see this as a key element in the development of human capital. Without eliminating these barriers, it is impossible to develop dual training", - Eldar Zhumagaziev added. At the same time, according to Atameken, today more than half a million of self-employed and unemployed people in Kazakhstan have only secondary education. In the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021, a new element, Bastau Kusip, was initiated in the House, within the framework of which it is proposed to launch training classes on the basis of enterprises and even provide the opportunity to obtain microcredit for the purchase of tools. Such experience already exists in the Mangistau region, the chamber plans to scale it. Another project that allows to solve problems with employment - "Bastau Business", it is an adapted course of training the basics of entrepreneurship lasting 30 days. From 2017 to 2021, the project will train 135,000 unemployed and self-employed, of whom at least 27,000 should open a business. Targets for 2017 are also ambitious enough - to train 15 000 unemployed and self-employed, of whom at least 3000 should open a business and create new jobs. The project has found a good response among Kazakhstani residents. More than 3 thousand students have already learned the basics of business in the first stream and are waiting for funding to start their own business. Simultaneously, Atameken intends to screen households to determine free niches for entrepreneurship. The study will also reveal the exact number of unemployed in Kazakhstan, as official statistics, according to Eldar Zhumagaziyev, does not reflect the real state of things. The received data will allow to form the state educational order. There is another problem: the country lacks an effective system for determining the labor market's demand for personnel. There is no clear vision of what personnel is needed by enterprises. "Together with that, the National Chamber of Entrepreneurs has already submitted a proposal to the Ministry of Labor and Social Protection of the Republic of Kazakhstan for outsourcing some of the functions of the Employment Centers. Such a measure will allow setting new standards for the work of the Centers and removing the above problem. Proposals have been adopted and from next year the costs of employment will be reimbursed. Private companies, in turn, are ready to take on this work", - concluded Eldar Zhumagaziev. It should be noted that there are private Internet sites (hh.kz, rabota.nur.kz, enbek.kz) and they have a proven system of employment that meets the needs of both employers and job seekers. "In this regard, it is necessary to distribute functions in the field of information support for the labor market: for the state Internet resource, leave the functions of analysis, the formation of statistics, social protection; For private - training and employment. Implement a pilot project with the transfer to trust management of several employment centers to private hands with the allocation of government contracts", - suggested Eldar Zhumagaziev. In his speech, the speaker also noted the issue of charity. According to experts, charity practice in Kazakhstan is not sufficiently developed, in comparison with other countries. "According to international appraisal companies, Kazakhstan in 2016 took 96th place out of 135 countries in the world charity rating. The current situation indicates a low awareness of companies about tax benefits. Within the framework of the President's instruction on modernization of the society's consciousness, it is necessary to introduce new behavioral standards of the society in relation to socially responsible companies. For example, in a number of Western countries, buyers prefer products to those companies where special attention is paid to charity, supporting socially vulnerable groups of the population, observance of labor rights of employees", - the Deputy Chairman of the Board summarized.
