The issue of construction of customs clearance areas is currently being considered at the Regional Chamber. There is a separate program for the creation of CCZ in the country, which is based on the experience of other countries, as well as the Customs Clearance Center of Astana. The customs clearance zone provides for a full range of services for customs clearance of goods, reduction of the time for issuing licenses, optimizing the functions of border control authorities, automating the process and integrating information systems, and improving infrastructure, construction, including high-quality roads. There are certain requirements: CCZ must be located no more than one kilometer from the roads of republican significance, beyond the boundaries of settlements. "Today, the prospective territory of CCZ is located along the Kokshetau-Petropavlovsk route. Development of design estimates is underway. According to the project, CCZ will have 40 seats, a total area of about 6 hectares. There is also a separate building of 1500-1700 square meters, areas for inspection, places for simultaneous inspection and parking of trucks, transport and logistics center, wholesale warehouses, car shops and much more. The cost of the project is estimated at about 1.5 billion KZT", - says Zhanna Baikanurova, the head of the project support department of RCE. The proximity to the Russian border and simplified customs procedures in the long term will ensure considerable cargo flows. Now the Chamber is looking for potential investors. Implementation of the project is possible within the framework of public-private partnership. According to Zhanna Baikanurova, the current PPP mechanism will allow private businesses to invest on favorable terms, including on terms of repayment.
