Public Private Partnership: implementation progress in Almaty
Authorities of the metropolis presented to the business investment potential of one of the districts of the city
Almaty hosted an investment forum at Bostandyk district on the theme "Public-private partnerships and corporate social responsibility" with the participation of Deputy Akim of Almaty Yerlan Aukenov, Akim of Bostandyk district of Almaty Bekkali Torgaev, the Regional Chamber of Entrepreneurs of Almaty, foreign investors, representatives of business circles, development finance institutions, diplomatic missions and others.
Erlan Aukenov stressed the importance of cooperation between government and business, particularly in the context of the global economic slowdown, and also told about the investment potential of the region. According to him, since the beginning of the year 60 billion tenge of investments were used in the region, of which about 20% - are foreign. The dynamic development of the region's economy demonstrates the work of SMEs, the total number is more than 13 000. In 2016, as part of Almaty Development Programme were created more than 2 000 new jobs, more than 2 000 people were employed through the employment center.
One of the objectives of the Forum is presentation of investment opportunities and attraction of investment in the city's infrastructure through PPP projects. So, the city implemented 25 projects. Currently, within PPP are built private schools for 1000 and 1200 seats, a private kindergarten for 200 places, a boarding school for 100 places, dormitories for teachers, guest houses for foreign teachers. In addition, under construction is the shopping center “Forum Almaty”, apartment complex "Gagarin Park" and apartment complex "Comfort" with detached a kindergarten for 120 places.
However, construction of scholars house with 500 seats of KazNU named after Al-Farabi with the value of 1 billion tenge in Bostandyk district was completed. Under consideration is construction of business incubators, technology parks, industrial centers, laboratory buildings at the Research Institute and the House of the young scientist (hostel on 1500 seats) at the territory of Kazakh National University named after Al-Farabi. Until the end of 2016 in the framework of PPP in Bostandyk district was opened a school for 500 seats, and in 2017 - a sports complex. In general, in Almaty since the beginning of the year within the framework of PPP were considered and approved 84 projects for implementation of 25 projects worth 130 billion tenge. Of these, 21 will be implemented under a concession, 3 - trust management and 1 at private financial initiative. By the way, in 8 districts of the city as part of the PPP are opened 119 private kindergartens for 4 000 places.
Talking about the social responsibility of business, the akim noted that since the beginning of the year in the city opened 5 kindergartens, 1 school, over 140 playgrounds and sports grounds were installed, painted facades of more than 150 homes. 48 projects worth more than 40 billion tenge were implemented - hospitals, schools, kindergartens, playgrounds.
The event is a platform for the presentation of the investment potential of PPP projects in Almaty. Social projects are of special focus - the creation of conditions for attracting private investment in education, health, natural resources, manufacturing, sports, transportation, based on PPP principles. Forum promotes the strengthening of international business cooperation, providing conditions for the conclusion of mutually beneficial contracts, search for new markets, sales of domestic products.
