Senators and mazhilismen listened to complaints of entrepreneurs of West Kazakhstan region

In Uralsk was held a meeting of the Regional Business Council with the participation of deputies of the Senate and Mazhilis Rashit Akhmetov, Erbolat Mukaev, Kenes Absatirov, Snezhana Imasheva.

Meeting the business community of the West Kazakhstan region with members of Parliament was very active and fruitful. This chance to transmit proposals directly to MPs, the business community uses more and more. Especially as some of the deputies themselves were engaged in business, and the deputy of the Mazhilis from the party "Ak Zhol" Kenes Absatirov until recently was the head of the Chamber of Entrepreneurs of WKR.

Moderator of the meeting, the Chairman of the Regional Business Council Valery Dzhunusov urged entrepreneurs to better articulate their questions and suggestions. He named some problems himself. "All the issues that we want to convey to our people's representatives as mandates have been discussed repeatedly in our meetings, - said chairman of the Regional Council. - This includes questions of incurring personal liability of officials for the decisions taken and the possibility of resuming domestic flights on the route "Uralsk-Atyrau", "Uralsk-Aktobe", "Uralsk-Aktau", which are necessary for the development of tourism and business related to import from Azerbaijan, Ukraine and other countries, and it is an opportunity at the legislative level to solve the problem of large meat processors, who after paying 22% taxes (VAT and PIT) can’t compete with those who do not pay these taxes".

The largest meat processor of the region, the director of "Kublei" Talgat Berekeshev shared his problem. "The sad thing is that farmers and peasant  do not benefit from it, who are engaged in the production of meat, instead dealers benefit from it. There are about twenty or thirty of them in the region, - said Talgat Berekeshev. - And we have to purchase meat abroad".

Director of LLP "Company "Rodnik"" Liliya Khairullina noted that her company is engaged in the production of drinks, and it can’t legally prove that her company uses more water than it drains into the sewer. "Our company has moved to a new location, and we do not have running water, but the well. We, the owners of the food unit, producing drinking water, pay for sewer 1: 1, and can’t prove that we discharge less water than we consume. It turns out that there is no method for calculating consumption and drainage. A meter for counting the drained water into the sewer is unrealistically expensive", - explained Liliya Khairullina.

Head of IE Barsha Igilmanova asked deputies to raise the issue of release of small business from taxes and audits. Member of the Regional Council, Director of ULE "Association"Center for Small Business"", Sholpan Makhmudova supported the individual entrepreneur, but noted that the release of very small businesses from paying taxes is now impossible, but exemption from paying the commission upon payment of taxes can and should be applied. "Entrepreneurs sometimes have to fill in several declarations, both for social and individual income tax, sometimes to pay VAT, the amount of comssion can be quite considerable", - said Sholpan Makhmudova. She also took the initiative to legislate the inability to raise the interest rate on subsidies under the state programs for projects that have already been approved under 14% in 2014 and 2015. "Now this percentage has increased to 19-20%, some banks have increased the interest for the projects that were approved earlier by 14%", - she explained.

On behalf of the builders spoke the Director of LLP "Uralskstroyinvest" Alex Bezyanov. He asked to legislate responsibility for construction projects, in addition to the contractor, to include the author of the project and the customer.

Senators and mazhilismen listened carefully to business and assured that all of their mandates will not be left without attention and consideration. "Your problems are clear to us, - said the deputy of the Senate Rashit Akhmetov. - I myself was engaged in business for almost 20 years. – We have no other choice but to solve problems in favor of business. This is a common task of the state. A strong state is possible only with strong business. This does not mean that all the questions that were made here will be resolved minutely, but all that hinders the development of business, must be eliminated".
