Do not postpone grain receipts "for later"
17% of grain-reception centers didn’t receive the electronic grain receipts yet
In the five major grain-producing regions of Kazakhstan, 173 grain-reception centers or 83% of their total number registered electronic grain receipts. "In Akmola region were registered 59 grain-reception centers, it is 28% of the total number, in SKR - 49 grain-reception centers or 29%, in Kostanay region - 43 grain-reception centers (20%), in the WKR - 13 grain-reception centers (6%), in the East Kazakhstan region - 9 grain reception centers (4%)", - said at a briefing the Chairman of the Board of JSC "Information and Accounting center" Zhanasyl Ospanov.
He noted that by the decision of the Government of the Republic of Kazakhstan the Information and Accounting Center was defined as the registrar of grain receipts, in addition to this, the organization acts as the developer of the system.
According to Zh. Ospanov, on 27th of July of this year, elevator of the Aktobe region became one the first to obtain the grain receipt through the web-portal. "The production volume amounted to two thousand tons of fodder grain, it is somewhere around 80 million tenge by the market value", - stated Ospanov.
Access to this system is available through the portal minagro.kz, you need to have electronic signature and access to the Internet.
According to Zh. Ospanov, the overall total capacity of grain storage is 14,839,000 tons. The capacity of grain storage in these areas is 13 million tons, or 88%. Of all granaries, 194 have railway access, these are linear elevators.
In addition to representatives of grain-reception centers, agricultural producers prepare to registration of grain receipts.
"According to the data of the local executive bodies, of the 209 licensed grain-reception centers, 196 have already received electronic signature to work in the system and about 4 thousand agricultural producers, who will sell their bread. This work is continuing ", - informed the director of the department of production and processing of crop production of the Ministry of Agriculture Azhar Kadzhybekova.
"The farmer can protect his interests during storage of the grain or the determination of the quality of grain, this is one the requirements upon registration of grain receipts to asses qualitative characteristics of grain", - added A. Kadzhybekova.
The representative of the Ministry of Agriculture added that the electronic grain receipts facilitate the work of regulatory authorities. "Ministry of Agriculture together with the supervisory authorities will have access to the online database of all electronic receipts issued, which were licensed by elevators. This will allow us to analyze the market of grain and storage utilization in the country", - summed up A. Kadzhybekova.
