"Atameken" provided further clarifications on the transit of imported goods from Ukraine to Kazakhstan
At NCE with participation of the Russian Representative Office of FCS in Kazakhstan were discussed the changes, introduced by the Presidential Decree on transit of imported goods from Ukraine to Kazakhstan
As it was previously reported, on 1st of July this year the President of the Russian Federation signed a Decree, amending the Decree #1 dated by 1st of January this year, which determines a special procedure for the import of goods from Ukraine to Kazakhstan via Russia.
For the purpose of clarification and clear understanding of the categories of goods included in the list of prohibited imports through Russian territory, on 4th of July this year was held a working meeting of the Deputy Chairman of NCE RK "Atameken" Dana Zhunusova and employees of the Russian Representative Office of FCS in Kazakhstan.
It should be noted that according to the explanations of the Russian Representative Office of FCS, the effect of a temporary ban applies to the Ukrainian goods, and transportation from third countries which go in transit through the territory of Ukraine to Kazakhstan.
In this regard, in relation to the importation of goods that result from third countries through the territory of Ukraine (Turkey, some European Union countries) the same ban is applied during the import of goods in respect of which the Russian Federation applies the rates of import customs duties, non-zero (above 0% in ETT EAEC), as well as goods the "sanctioned" list.
However, within the clause, which stipulates provision of a permit for the carriage of certain goods in respect of which there is a prohibition on the import from Ukraine to Kazakhstan, the Government of the RF, will consider the possibility upon the appeal of the Government of the Republic of Kazakhstan.
By the condition on today, according to the preliminary information of the Union of International Road Carriers (KazATO), about 50 trucks with goods for the Kazakh companies wait in Smolensk, of which 10 trucks are domestic carriers. It is reported that these trucks have crossed the external border of the EAEU before 1st of July this year and arrived at the checkpoint "Krasnoe" on 30th of June this year. Now this information about the waiting vehicles at the Russian-Belarusian state border is being specified.
In this regard, NCE RK "Atameken" refers to all entrepreneurs with a request to confirm the facts and information, if the vehicles with the goods for the Kazakh companies, arrived on the territory of the Russian Federation before the entry into force of the Decree, and still wait there until today.
This information will be sent to the State Revenue Committee of the MF RK for further review of the issue at the level of inter-agency cooperation between the customs authorities of Kazakhstan and Russia for the transit of vehicles on the territory of the Republic of Kazakhstan.
