Training of mentors by the German method

Interim results of the dual education system were discussed at "Atameken"

Heads of the Kazakh-German educational projects delivered a report on the executed work at NCE.

At a meeting with the participation of the German Society for International Cooperation (GIZ) and the German Chamber of Crafts Trier, as well RCE, the parties discussed cooperation within the frames of the implemented international projects in the sphere of dual education.

Head of Human Resources Development of the Chamber of Entrepreneurs of Almaty Vera Dzin told about implementation of the partnership project in the field of vocational education by NCE RK "Atameken" and the Chamber of Crafts Trier. The main objective – is to help to meet the needs of employers in the required staff with relevant competence through organization of production (dual) training at enterprises. The project enhances the role of enterprises, RCE in the organization of vocational training based on the specific mechanism of the Chamber of Crafts in Trier within 7 popular occupations: Builder-finisher (Astana); carpenter-furniture maker (Almaty); manager of tourism (Almaty); electrician (Taraz); turner (Taldykorgan); cook (Kyzylorda); electric and gas welder (Shymkent).

A lot of work has been done within the framework of the project, there were conducted 10 training seminars for mentors of enterprises and experts of RCE in Astana, Almaty, Taraz, there were developed recommendations for changes in the college curriculum to introduce proposals of enterprises involved in the project. There were also arranged study trips to institutions of vocational education in Germany: Central Union of German artisans, the Ministry of Education, Ministry of Economic Affairs, the Federal Institute for Vocational Education (BIBB), Crafts Chamber of Koblenz and Trier, Chamber of Commerce of Trier, vocational schools, etc. More than 50 mentors from companies of Astana, Atyrau, Almaty, Taraz, Kyzylorda, Shymkent, Taldykorgan, Aktobe, Petropavlovsk underwent training at the German training course for mentors “Professional and and labor pedagogy. Certification of teachers". Along with German experts, Kazakh specialists of enterprises conducted training. Participants of seminars for mentors who have passed the final exam, will be further trained as future trainers for trainers - multipliers mentoring.

According to a senior consultant of GIZ Rainer Goertz, the National Chamber of entrepreneurs plays an important role in the introduction of dual education in Kazakhstan, and it faces serious challenges. "At a meeting with Deputy Chairman of NCE Nurzhan Altaev, we came to the conclusion that it is necessary to conduct explanatory work for companies, so that they understand what benefits they will get from the dual training. This work should be carried out. I think that our projects, in terms of its pilot work, can generate ideas and show what are the advantages of the dual training for enterprises ", - he said.

Rainer Goertz also noted a few points on which "Atameken" should focus. So, he said, a very important issue is the development of common standards for training contracts.

The German expert also advised to think about what qualifications should have mentors of projects, and to develop provisions on the matter.

Executive director of the project "Strategic Alliance in the dual training" Nurgul Aydabulova told prehistory of the introduction of the dual system in Kazakhstan. "In 2014, in the framework of the project Nazarbayev and Merkel conducted preparatory work on the adaptation of the German standards of educational programs, which were transferred to Kazakhstan. In 2015 started the project "Strategic Alliance in the dual training" with German companies. These are the three occupations: industrial mechanic on the basis of Ust-Kamenogorsk College of construction together with the German company HeidelbergCement; electric engineer for automation technology in the Karaganda region on the basis of Temirtau polytechnic college with a major chemical company Evonik Industries, and mechatronic of agricultural equipment – within this occupation, we are starting to work this year in the Akmola region together with companies CLAAS John Deere and their representatives in Kazakhstan PT Agro and Eurasia Group Kazakhstan”, - she said.

Aydabulova stopped on the difficulties they have encountered in the implementation of the project, and the National Chamber voiced their suggestions for improving this collaboration. So, she said, the staff of the Regional Chambers of Entrepreneurs should systematically improve their qualifications at the regional level.

She also raised the issue of the competence of project mentors. "Not all teachers have the pedagogical and psychological skills to work with young people. We need to work on it", - she said
