The President of Kazakhstan signed the Law on the suspension of the Land Code
The action of certain provisions is "frozen" until 2017
Kazakh President Nursultan Nazarbayev signed the law "On the suspension of certain provisions of the Land Code of the Republic of Kazakhstan and the enactment of the Law of the Republic of Kazakhstan dated by November 2, 2015 "On amendments and additions to the Land Code of the Republic of Kazakhstan".
On 6th of May 2016 the Head of state issued a decree # 248 "On a moratorium on the application of certain provisions of the land legislation". Accordingly, until 31st of December 2016 the law suspends changes and amendments to the Land Code. In addition, it suspends certain provisions of the Land Code, and thus until the end of 2016 agricultural land will not be available for lease to foreigners, stateless persons, foreign legal entities and legal entities with foreign participation. Neither will be given ownership right for agricultural land plots owned by the state.
Another presidential decree establishes the creation of the Land Reform Commission, which was first headed by the First Deputy Prime Minister Bakhytzhan Sagintayev, and now the Commission is headed by the Deputy Prime Minister - Minister of Agriculture Askar Myrzakhmetov. On weekly basis meetings were held in Astana with the participation of all members of the Commission, now the meetings of the Commission are held in regions, where they inform people and held discussions related to land legislation.
