Bolat Palymbetov: "The authorities must fully support business"

The Commissioner for the Protection of the rights of entrepreneurs Bolat Palymbetov, who was appointed by the head of state in February this year, paid working visits to regions. The first visit is to West Kazakhstan region.

During the visit, he held meetings with Akim of WKR of Altai Kulginov, the prosecutor of the region Serik Karamanov, and the main purpose of the visit is a meeting with entrepreneurs of the region.

"Land, construction, taxes, the environment - these are the major areas in which business has problems both in the West Kazakhstan region, and all over Kazakhstan. This was revealed in the analysis conducted by NCE, - said at a meeting with businessmen Bolat Palymbetov. - And solution of these problems now, as never before, during a crisis, falling oil prices, requires a clear understanding between business and Government. The authorities must fully support the business. If you can’t help, do not build barriers. And fewer bureaucratic obstacles".

"It is encouraging to note, - stressed the business ombudsman - that such understanding was reached at a meeting with akim and the prosecutor of the region. We discussed with Akim Altai Kulginov, the problems, which were identified by the Chamber, and the Akim assured that, in principle, all these problems can be solved at the regional level".

"In particular, regarding the problem of obtaining land in response to a solution of the problem with the help of periodic auctions, Akim of the region said that such work is already carried out, and as of June 1, 2016 will start auctions for sale of agricultural land", - said Bolat Palymbetov.

"You know, the Commissioner for the Protection of the rights of entrepreneurs under the law is endowed with greater powers and serious levers of influence on the public authorities, - said the Ombudsman to entrepreneurs - but when you can reach an agreement to solve the problem by reaching agreements, it will be much more efficiently and effectively".

According to the law, the Ombudsman for protection of the rights of entrepreneurs reports only to the President of the Republic of Kazakhstan and shall be appointed by the Order of the Head of State. Business Ombudsman is endowed with unprecedented powers: the right to suspend decisions of officials and file lawsuits on behalf of the business community. In case of disagreement with the views of state bodies, he may send an application to the prosecution authorities in order to further restore the rights of entrepreneurs.
