A quarter of goods, which are sold in the Republic of Kazakhstan, doesn’t meet the technical regulations

Out of 81% of foodstuff, 19% is considered unsafe

At the site of the National Chamber of Entrepreneurs of RK "Atameken" was held a conference by the results of the food safety monitoring in 2015, which was conducted by the Committee on Consumer Protection of the Ministry of National Economy with the participation of government agencies, industry associations, as well as major shopping retailers “Galmart”, LLP “ Magnum Cash & Carry”, LLP “Ramstore Kazakhstan” and others.

The head of the Office on control over the observation of requirements of technical regulations and sanitary measures of the Committee on Consumer Protection Nurkan Sadvakassov who announced the results of monitoring during the meeting.

According to the Committee, out of 15151 selected goods, 3936 do not correspond to the technical regulations. At the same time 81% of them is food products, 14% - children's toys and goods for children, 2% - chemical and petrochemical solutions, 2% - perfumes and cosmetic products, and 1% - materials and equipment that come into contact with foodstuffs.

One of the main violations of technical regulations is violation of the labeling rules - 68%, discrepancy with the security requirements - 19%, discrepancy between the declared properties, which mislead consumers - 13%.

The lion's share of goods with violations account for dairy products - 26%. Next is meat and meat products - 15%, poultry meat and products from it - 13%, confectionery products - 10%, fruits and vegetables - 5%, fat products - 3%, juice products and non-alcoholic beverages - 1%, and so on .

Among the countries producing the goods, which do not meet the regulations, leads the Russian Federation - 52%, Kazakhstani goods - 23%, imports from Kyrgyzstan - 4%,  Belarusian goods - 3%, Ukraine - 3%  and the rest accounts for other countries.

In addition, according to the results of control tests it was found out that one in four products is sold without documents, which confirm its safety, namely 3198 facts of sale of nonconforming products, in 796 cases, there were no documents.

It is also worth noting that out of 1,694 samples taken from the production for children and adolescents, 564 samples do not correspond to the technical regulations. As for children's toys: from 479 samples, 224 do not meet the technical regulations. Out of them, 92% are violations of the labeling rules, 43% - violations of safety rules. The most of the toys are made in China - 74%, 23% in Russia, the remaining 3% - in other countries.

In addition, in the course of the discussion, there were revealed systemic problems of adaptation of technical regulations by regulatory bodies, ambiguity of understanding of the rules of technical regulation of Customs Union by trade retailers. In particular, the meeting has shown the lack of interaction between the manufacturer, supplier and retailer of food products in terms of ensuring the traceability of food products and compliance with TR of CU. As a result, there was adopted a decision on the need for further awareness-raising seminars, roundtables and other forms of provision of information at the site of NCE RK for the provision of information about requirements of standards of TR in CU for food industry to business entities, retailers.

Currently, CCP exercises state control and supervision over the products to ensure observation of the requirements of technical regulations of the Customs Union, subject to the balance of the interests of consumers, business and government, to develop and implement a mechanism to carry out security monitoring products, applying such a form of control that doesn’t put additional burden on business.

Since March 2015 is carried out monitoring of the safety of products:

- Purchase of samples of products at the stage of its realization and examination for compliance with the technical regulations of the Customs Union;

- In-house audit, aimed at monitoring the importation of goods into the territory of the country and passing conformity assessment procedures (certification).
