Land plots of the National Park for tourism
Domestic entrepreneurs have presented projects for tourism development in protected natural areas of the country
The question of transfer of land plots to entrepreneurs was raised at the recent annual conference of entrepreneurs in Almaty with participation of the Chairman of the Presidium of the National Chamber of Entrepreneurs of Kazakhstan "Atameken" Timur Kulibayev.
In this regard, NCE has asked the Ministry of Agriculture to present more complete information about the question “in whose competence is the authority to grant objects of the national park for tourism”.
According to the Ministry of Agriculture, the Committee of Forestry and Wildlife in late January of this year in Ust-Kamenogorsk, Shymkent, Almaty and Akmola region Zerenda presented to the business community tourism development projects in protected natural areas. Entrepreneurs were informed about the land plots, which will be available for long-term and short-term rental for tourism development.
In total state national natural parks, Syrdarya -Turkestan state regional nature park and state forest natural reservation "Semei ormany" presented to the business community 50 plots of land with the total area of 225.1 hectares of land and 9 short-term use land plots with a total area of 8 hectares.
So, as a result of the tender organized by the State National Park "Kokshetau", the entrepreneurs have obtained for long-term use 3 plots of land with total area of 27.2 hectares. Furthermore, the Committee put out to tender: 2 plots of land with total area of 11 hectares at Syrdarya -Turkestan state regional nature park, 2 land plots with a total area of 2.8 hectares at SNP "Kolsay kolderі", 4 plots of land with the total area of 6.5 hectares on Zhongar-Alatau SNP, 1 land plot with total area of 3 hectares at "Buiratau" SNP.
According to the Committee, tender documents for land plots at SNP "Burabay" (Akmola region) were already prepared, which will be available during the tender for long-term use for the construction of tourist facilities. In late February, the documentation will be approved and in March the tender will be announced.
It is worth noting that there were introduced changes to the rules on tourist and recreational activities in the state national natural parks and the issuance of permits for use of areas under construction objects at state national natural parks. In particular, there were excluded rules of harmonization of tender documents of the national park with the competent authorities, the inclusion of NGO representatives in a tender committee.
In order to reduce administrative procedures, it was proposed to abolish the provision on harmonization of the sketch in the existing legislation (sketch design) and permit for the use of land plots of state national natural parks under construction of objects. It is assumed that the polluter must submit a sketch with the introduction of the tender documents.
NCE RK "Atameken" intends to continue to monitor the process of issue of land plots at National Parks for the construction of tourist facilities.
