We need to trust development of machine engineering to professionals

The boards of directors of development institutions should be composed by 50% of the representatives of the business community, believe entrepreneurs

Deputy director of LLP "Karaganda Engineering Consortium" Serik Maselov made  proposals on the development of the industry in Kazakhstan at the enlarged meeting of the Presidium of NCE RK "Atameken".

"Within SPFIDD were implemented many projects in various sectors of the economy, for example, commercial production of many construction materials, we successed in agriculture, the processing of its products, we organized assembly production of cars, locomotives, and more. Now the task is to ensure the stable operation of these projects in terms of the production of the wear of equipment, increasing the degree of localization of these enterprises. And this problem should be resolved by the mechanical engineering industry. Mechanical engineering is a major industry. The development of mechanical engineering largely determines the overall level of development of a country", - he said.

Businessman remembered the words of the Chairman of the Presidium of NCE RK Timur Kulibayev that machine engineering in Kazakhstan is not at the best condition. "We do not produce engines, electric motors, we produce nothing, but batteries and do assembly. We have a staffing problem, the weak production base: casting, forging, forges ... We record in the gross volume of engineering, although almost all components are imported, there is a minimum of added value. The problem is like this", - said the head of NCE RK last year.

Maselov wondered why domestic machinery in such a bad state? "We have good programs, there are corresponding state support tools for business. In regions there are institutions that provide financial resources. However, we do not see, the effectiveness of their work in the technological modernization of the machine-building plants, technology transfer, only complaints from law enforcement agencies and the business community. The reasons for this are the incompetent staff of companies that consider and select projects for funding or participation in them; corruption component in the leadership of these companies; the absence of a qualified expert analysis at the stage of deciding on projects", - analyzed the situation the entrepreneur.

He stressed that in recent years Kazakhstan has not built a single machine-building enterprise, cases of serious reconstruction are literally unique. "All this is the result of lack of competent, qualified specialists at development institutions, who understand the specifics of engineering. This leads to inaccessibility for state support tools for many engineering enterprises. In this regard, we consider it necessary under the auspices of NCE to ensure that the Boards of Directors of the development institutions include representatives of the domestic business community from respective industries and their number should not be less than 50% of the members of the board. We must also staff development institutions with technical specialists", - said the businessman.

"Our specialists and engineers are not worse than experts in many developed countries. While we can still educate them, having experts of the older generation, taking into account the application of new advances in engineering technology. Participation of representatives of the business community in the boards of directors of development institutions can have an effect and make things better. Together we can raise the mechanical engineering industry, which is shaping the future of our country. It is possible to create with the tools, which will enable us to move forward, to get a high added value. That is the task put before us by the President. This is the objective we should set to achieve” - concluded Maselov.
