Ablay Myrzakhmetov "Give property objects to private sector"
The Chairman of NCE RK "Atameken" believes that Kazakhstan has created quite favorable conditions for the participants of the second wave of privatization
This was stated by Ablay Myrzakhmetov during an exclusive interview to palata.kz after the selectoral meeting in the Government of RK, during which were discussed in detail the preparations for the privatization of the new property objects.
- Ablay Isabekovich, what are your expectations in relation to the new privatization? According to the Ministry of Finance, the new owners of 67 property objects became physical bodies, who currently dominate legal entities...
- Ultimately, behind any legal entity there is a physical body, so there is nothing wrong with that. These people are shareholders of companies that have some capital. I have no doubts in fairness and transparency of privatization. We discuss everything openly, it is the will of the Head of State. So far, we don’t see any problems. For decades the state built up its presence, and now need to win back. Of course, not everything is so simple, that is why there arise issues with state bodies. We approach it with understanding, together with the Government we discuss pros and cons of the process. All the barriers were eliminated. Now you can sell the property object even cheaper than its nominal value, if only there is an effective owner, rather than to continue to keep this state property object, and spend money when every coin counts in these conditions. It is better to give to private sector, registering losses. A private body will cope better, the private body will use the object for its intended purpose. The principle of non-interference must be respected, privatization is an act of will.
- How do you assess the conditions created by the Government for the second wave of privatization? Were all the recommendations of NCE RK "Atameken" taken into account by the state bodies during the preparation for it?
- In fact, according to the latest introductions more then. There were stipulated all the details up to the rule that if an entrepreneur has a shortage of capital and if the object is not so attractive, the state can sell it with installment payments for a period of 10 years. I think it allows everybody to take part in this privatization process.
- In general, it turns out, you look with optimism to the process of privatization ...
- Yes, with optimism. It is clear that there are state agencies after each asset, who for one reason or another, will resist by inertia. They think that if, for example, power plants will pass into private hands, then it will break and people will be left without heat. We have passed through that. A private company will cope better. And, most importantly, it is not just the issue that only a private entity will cope better, we need to use the public-private partnership scheme as well.
