NCE requests to postpone the introduction of separate tariffs for heating
NCE "Atameken" considers it premature to decide on the transition to a differential tariff for heat supply services
In this regard, the National Chamber of Entrepreneurs of Kazakhstan "Atameken" sent to the Committee on Regulation of Natural Monopolies and Protection of Competition of the Ministry of National Economy the letter, which expressed concern at the information on the transition from 1st of October 2015, at a differentiated tariff for heat supply services.
Monopolists are going to introduce a differentiated tariff-bound amount of payment for heat depending on the availability of common heat meters.
In an address to a public authority, Deputy Chairman of the National Chamber of Entrepreneurs of Kazakhstan "Atameken" Yuliya Yakupbaeva recalled that according to the law "On natural monopolies and regulated markets" natural monopoly entities are obliged to purchase and to install the consumers metering devices regulated utilities (goods, works), which is stated in the treaties, which conclude monopolists with consumers.
Moreover, it is reported that the cost of installed heat meters will be included in the fare.
Meanwhile, according to the law the natural monopoly entity shall be entitled to charge consumers a fee for the purchase and installation of meters, coordinating the issue with the competent authorities. At the same payment for installation of metering devices, is reflected in a separate line, in payment documents presented to the consumer to pay for utilities.
"We believe that the introduction of differentiated tariffs for heating depending on the availability of common house heat meters, together with an increase in the tariff for consumers who do not have meters, it is premature. Not all consumers are equipped with metering devices, which in turn can cause an increase in social tension in society ", - says the statement of NCE RK “Atameken”.
According to NCE, promotion of energy conservation should be carried out by forming an understanding of consumers, economic efficiency of use of metering devices and programs for their installation.
