Purchases of subsoil users aimed at assisting domestic manufacturers
According to the Decree of the President of the Republic of Kazakhstan "On measures to ensure social and economic stability", the Ministry of Energy on March 25 this year made changes to the Rules of acquisition by subsoil users and their contractors of goods, works and services used in the conduct of operations for exploration or production of hydrocarbons and uranium production.
Thus, subsoil users and their contractors will have the right to purchase goods, works and services of Kazakhstani origin, confirmed by CT-KZ certificate or Industrial Certificate, without conducting any tender procedures via the method of Single source procurement. This innovation will be introduced in the coming days, the Order of the Ministry of Energy #110 dated 25 March 2020 will be effective in a day after its official publication.
The Ministry of Industry and Infrastructure Development carries out similar work on the procurement of subsurface users of solid minerals. The relevant order is expected to be adopted soon.
