Atameken to open project office of economy of simple things

A project office will be opened at the site of the National Chamber of Entrepreneurs to monitor the work of the Program of preferential loans for priority projects.

Chairman of the Board of the Atameken National Chamber of Entrepreneurs RK Ablay Myrzakhmetov told this at the press conference in the Central Communications Service.

The representatives of the Kazakhstan Industry Development Institute JSC, the Association of Financiers of Kazakhstan, Baiterek NMH JSC, and entrepreneurs will contribute to the work of the office.

 “The office will support business projects from the stage of developing a business plan to financing. We will conduct continuous monitoring of projects, identify the reasons why banks are declining loan requests, and offer new mechanisms to support them. We will constantly explain the conditions of support to entrepreneurs,” the Chairman of the Board of  the Atameken Ablay Myrzakhmetov said.

It is expected that the first meeting of the project office will be held March 26, 2019. The office will also work under the Regional Chambers, and it will include representatives of akimats, banks, and Damu branches. Meetings will be held on a weekly basis.

This year, on behalf of the Head of State, the Government of Kazakhstan has allocated 600 billion tenge to support the production of consumer goods, as well as raw materials and primary products. In particular, the funds will be directed to the development and support of the manufacturing industry and agro-industrial complex.

It is worth noting that the Program will support not only the production of finished products, but also the development of the necessary raw materials and products of primary processing (for example, “sugar beet - sugar - confectionery”), as well as further sales. An integrated approach will create new production and provide an opportunity to reload and modernize existing enterprises, stressed Ablay Myrzakhmetov.

“The decision of the state to direct financing for investment purposes and replenishing working capital on a parity basis of 50 per cent is right. I would like to remind that last year the Atameken carried out certification of 2 thousand objects and, unfortunately, we see that the load level of existing manufacturing enterprises does not exceed 50 per cent on average,” he said.

Roman Sklyar, minister of Industry and Infrastructure Development of the Republic of Kazakhstan, thanked the Atameken for active participation in the development of import substitution.

“We jointly (with the National Chamber – editor’s note) developed the Roadmap and see the interest of the business. It was decided to open a project office at the Atameken site, where Ablay Myrzakhmetov and I will personally participate in the work and inform the public about the progress of the Program implementation,” Roman Sklyar said.

Under the loan terms, the loan term is 9 years, the nominal rate of remuneration for borrowers is 8 per cent due to the subsidy rate within the framework of the Business Roadmap-2020 program.

Currently, eight second-tier banks have joined the Program. In order to receive financing, an entrepreneur must send an application to the bank, undergo the necessary assessment and approval procedure and apply to the Damu Entrepreneurship Development Fund.

In general, the Program will allow increasing the production of 365 types of goods by 2.4 times by 2025 and reducing the share of imports to 37 per cent.
