"Atameken" upheld the business proposals on changing construction norms of the medical organizations
In recent years, the private health sector is actively developing
Medical centers began to open on the first floors of residential buildings and built new buildings not intended for medical structures. However, during the construction and redevelopment of the building, entrepreneurs are faced with obsolete norms and rules for health facilities that have operated since the Soviet Union. Representatives of business communities on introducing amendments to SNiP RK 3.02-8-2010 "Prophylactic establishments" repeatedly addressed the National Chamber of Entrepreneurs of Kazakhstan "Atameken".
From the beginning of 2017 together with the Committee for Construction and Housing and Communal Services of MID RK, the Department of the Service Sector of NCE RK "Atameken" has begun work to optimize obsolete building codes and rules for health facilities. A working group was created, which included representatives of government agencies and all business communities in the health sector.
The meetings of the working group actively and vigorously discussed the proposals of business communities, the experience of the near and far abroad was considered.
The result of the meetings of the working group was the adoption of more than 80 proposals of business communities.
New requirements for outpatient organizations with low capacity (less than 150 visits) have been developed and introduced.
The area and composition of the ambulance stations were streamlined.
A set of premises and areas for PCR laboratories, PCR - real-time diagnostics and ELISA laboratories was developed and introduced.
All obsolete standards were eliminated, the area of premises was reduced and requirements in connection with the introduction of modern technologies in construction.
Building rules and regulations for health facilities after the changes have become more adapted and easily applicable in practice. The adopted proposals will help to reduce the corruption component, increase attractiveness for investors, create favorable conditions for the development of public-private partnerships, and also lead to an increase in the number of medical centers and the expansion of the provision of medical services by small-scale medical organizations.
