Agrarians under the tax press
Farmers will incur additional losses when registering for VAT
They will lose the opportunity to use a special regime based on a single land tax. These are the new requirements of the Tax Code, which came into force in 2017. The experts of the Chamber of Entrepreneurs concerns about the application of this norm by the agrarians in practice. Once again, the problem was raised at the meeting of the Club of Accountants. "The first quarter ended. If now the report shows that there is an excess in turnover of 30 thousand MCI, this is approximately 68 million tenge, then a compulsory VAT registration procedure will follow. Peasant farms can not apply a special tax regime and will pay taxes to the maximum. And for accounting they will have to hire one more accountant. In this case, the issue is not only an additional burden on the budget of the economy, but also in terms of staff. In the village, experienced specialists can be counted on the fingers. Therefore, the innovation will seriously affect the activities of farms. They ask NCE to cancel or change this rule at least temporarily", - explained the head of the Chamber of Entrepreneurs Tatyana Chernysh. Proposals of agrarians are now under consideration at the Ministry of National Economy. NCE "Atameken" hopes to make changes retrospectively to the Tax Code. As well as prescribe the possibility of peasant farms to carry out other types of activities without switching to the generally established procedure for calculating taxes, which implies their substantial increase. Other types include renting equipment to neighboring farms in sowing and harvesting campaigns, helping to clean snow in rural settlements, bringing water to the public and other works. There are issues on mutual understanding with state bodies. Among them, the application of benefits when joining agricultural production cooperatives. "Entrepreneurs who joined the cooperative also lost the opportunity to apply a special tax regime with a 70% benefit. This right now has only the cooperative itself, as a legal association. It is excluded for separate entities. The Ministry of National Economy agreed that this item should be changed and leave benefits for each member of the cooperative", - said Tatyana Chernysh.
