A meeting of the advisory council of the Department of State Revenues was held at the Chamber of Entrepreneurs in Almaty. The identification of the reasons contributing to corruption in the sphere of tax and customs administration was the main topic of the meeting of tax officials and business representatives. Head of the State Revenue Department Marat Sultangaziev believes that the transfer of public services to the electronic form reduces contact with the taxpayer and the possibility of obtaining bribes. "At the end of 2016, the Tax Code was amended as part of a phased transition to the mandatory issuance of electronic invoices. Currently, the obligation to issue e-invoices arises from entrepreneurs around the customs sphere. Since 2018, the obligation to issue e-invoices will appear in large taxpayers subject to monitoring. Since 2020, all VAT payers", - said Marat Sultangaziev. According to Zangar Shyndali, the head of the Almaty City Department of Education, the department constantly conducts an analysis of disciplinary practices. "At the beginning of 2016, 45 criminal cases were registered against officials of the Department. 386 employees were brought to disciplinary responsibility. 73 service investigations were carried out", - stressed Zangar Shyndali. He also noted that mobile centers will be created in the near future, which will allow the physical persons to register quickly as individual entrepreneurs and take tax reports in the markets and trading houses, as well as tax reporting from the population. This idea was shared by the Almaty tax specialists with their Georgian counterparts. So, the first such experience of the mobile site helped to register in January this year, 3 thousand tenants of housing. Deputy Director of the Chamber of Entrepreneurs of Almaty Kairat Kudaibergen noted that it is necessary to focus on eliminating the prerequisites of corruption, and not to combat its consequences. Employees of SRC assured the representatives of business that often there are situations when the tax officer understands the situation in which the entrepreneur turned out, but can’t help him, as by law this can be regarded as a corruption motive.
