Why does a farmer from EKR can’t get land?
An entrepreneur from Kokpekty district of EKR, after successful presentation of his investment project, can’t obtain land for business development
Local executive body in every way puts sticks in the wheel of the entrepreneur.
Head of SP "Taim" Daniyar Soltabaev in September 2016, decided to start his own business, he successfully presented the investment project on agriculture in front of the Coordinating Council.
Young, confident businessman bought agricultural equipment for 170 million tenge, purchased 100 head of cattle with the hope of further development of the business.
Not everything is gold that glitters
"We have applied for land, addressing the request to the district akim and akim of Ulkenbokensk rural district, but the land has not been allocated without justification", - said Daniyar.
Closing his eyes to the fact that the project is an investment one and there is no need to participate in the competition for land, the entrepreneur decided to submit an application for the competition.
But there were obstacles
In accordance with the rules of the organization and tendering (tenders, auctions), the composition of the Commission must include at least 5 people, including a representative of the Chamber of entrepreneurs, but on the basis of the prosecutor's investigation it was found that the envelopes were opened without the presence of members of the commission, that is, chairman and the secretary. It is necessary to take into account the fact that the secretary is not a part of the Commission, the data is confirmed by the protocol of prosecutor's inspection.
The question was submitted to the Council on the protection of the entrepreneurs’ rights under the district prosecutor’s office. It was ruled that the competition should be recognized null and void, because more than 10 violations were revealed during the inspection.

As it was noted by the director of the branch the Chamber of Entrepreneurs of East Kazakhstan region, the local executive body do not respond well, delaying time, to requests, letters, petitions, of RCE. To get an answer it is necessary to involve the district prosecutor’s office by putting issues for consideration of the Council for the protection of the rights of entrepreneurs.
The problem is that local executive bodies in every way, intentionally or by its incompetence, put obstacles for the development of business, even in such projects, which do not need loans, i.e. investment projects.
It should be noted that the issues become systemic in Kokpekty district.
