Jewelers of Kazakhstan will have a Roadmap
Market participants asked the Government to support honest entrepreneurs
A whole package of issues was raised by organizers of the first Forum of jewelers, which was held today in Astana.
These examples show that the adopted since January 2016 laws "On Precious Metals and Precious Stones" do not take into account all the realities that have to face the law-abiding market players.
Chairman of the Council of League of Jewelers Kaisar Zhumagaliyev pointed, in particular, the lack of reliable statistics in state bodies not only on the number of jewelry sellers, but also on the sales volumes. "Because we have two CCEA - production of jewelry and retail. We have a few hundred registered. Only 138 people are registered in the Assay Chamber", - said Kaisar Zhumagaliyev.
The head of the League brought the answer of the Ministry of Finance of RK, according to which in the first six months of 2016 tax revenue from jewelers-entrepreneurs amounted to about 766 thousand tenge. 90% of the market is in the "shadows." "We, the honest businessmen, we ask the Government to create a civilized transparent market, although more profitable to go into" shadow ", to buy smuggled goods, not to pay any taxes, and everything will be fine. But, you see, we are asking the state to regulate us", - said Kaisar Zhumagaliyev.
Jewelers consider it is necessary to review the rules and customs. We are talking about the purchase from silver refinery, which is located on the territory of the free economic zone of Astana. The need for customs clearance of goods in the League called "additional load affecting the price in the end", so it was offered to exempt from VAT sale of refined silver.
Jewelers agree to cooperate with the Committee for Financial Monitoring of the Ministry of Finance of the Republic of Kazakhstan in the framework of counteracting legalization of proceeds from crime and contribute to the financing of terrorism. But while waiting for the negative consequences for themselves. We are talking about the upcoming duties of jewelers to inform the Committee about the transactions at a certain financial threshold. "Again, only authorized jewelers, who are registered at CCEA, will cooperate. Those who traded in the market, it does not concern them, they launder the proceeds themselves. And what should we do honest traders? Again, we understand that customers will go to the market. Conscientious jeweler will remain without money, the money will go "into the shadows"", - predicted Kaisar Zhumagaliyev.
In turn, the Government promised to support the jewelry business. The Vice-Minister for Investment and Development, who participated in the Forum, assured that "the state, the Government, Parliament, indeed, are interested in the development of this industry." Evaluating the efficiency of operations of the refinery in Astana, Albert Rau added that "our factory is one of the most technologically advanced, processes all the gold that is produced by our refineries". The Vice-Minister also reminded that the Government will bear the cost of exporting companies, such as those associated with training and consulting by a foreign party. Further future of the jewelry industry will be determined by the roadmap, which will be a joint development with the leadership of the League offered the Vice-Minister for Investment and Development. Most likely, the process will begin in the new, 2017, when jewelers come to the ministry with prepared proposals.
