The result of the Kazakh-German cooperation
Almaty Chamber of Entrepreneurs and the Chamber of Crafts of Trier in Germany summed up the results of long joint work
Foreign colleagues began work with the National Chamber of Entrepreneurs of Kazakhstan "Atameken" on the introduction of dual education three years ago. The project was developed in 2014 and is aimed at strengthening the role of enterprises, regional chambers of entrepreneurs in the organization of dual training, the use of specific mechanisms of the Chamber of Crafts of Trier in the organization of vocational education. It is worth noting the experience of Germany for training workers is one of the most successful in the world. The training program has been implemented in 6 areas and coordinated by the Chambers of entrepreneurs in Astana, Almaty, Kyzylorda, Zhambyl, South Kazakhstan and Almaty regions. The project includes the enterprises with 7 popular professions: builder-finisher, the carpenter-furniture maker, tourism manager, electrician, turner, cook, electric and gas welder and related specialty colleges. So far there were conducted 10 training seminars for mentors of enterprises and experts of RCE in the cities of Astana, Almaty, Taraz, and recommendations for changes in the college curriculum to accommodate the proposals of enterprises involved in the project. We studied the organization of educational process, legal support, management culture, financing of the dual education system. Particular attention was paid to the development of modular curricula, assessment and certification. As part of the project on the basis of pilot sites were held 6 round tables with participation of experts from Germany. The training was conducted together with German experts and Kazakhstani specialists: "SK" Basis "(Astana), LLP "Borusan-Makina "(Karaganda), LLP "Kazakhmys Smelting" (Balkhash), European Bearing Company "Stepnogorsk" (Stepnogorsk), LLP “LegaGroup” (Karaganda).
Within the frames of the project were also held training trip to German institutions of vocational education: Central Union of German artisans, the Ministry of Education, the Ministry of Economic Affairs, the Federal Institute for Vocational Education (BIBB), Crafts Chamber of Koblenz and Trier, Chambers of commerce of Trier, vocational schools, etc. A. More than 50 mentors of companies from Astana, Atyrau, Almaty, Taraz, Kyzylorda, Shymkent, Taldykorgan, Aktobe, Petropavlovsk on German were trained. They studied the following topics: "Professional and labor pedagogy. Certification of teachers".
President of the Association of Furniture and Wood working Industry Yerzhan Sadykov, who visited Germany as part of a study tour, shares his impressions: "When we asked college teachers salaries, they said to us: "In Germany they say: "If you want to be rich, become a teacher". This is the key point in getting qualified personnel. It is important that at least the master of inservice training receives high wages not less than the company's specialists. Then we get the specialists, which we don’t have to retrain. The company is a business. And the issue of increasing the productivity of labor depends on whether the employee comes to us as quickly, without additional training, he will be able to independently produce a quality product. I was impressed with the final product, which make the students! Some products, which were done by trainees, may be put into industrial production. This suggests that the qualification is high enough".
And the work is not finished on this. As noted by the head of department on development of human capital of Almaty Chamber of Entrepreneurs Vera Ching, the project can’t always lie in the experiment of a single industry. Further, the industry lets it float freely, as it gets new opportunities.
The project is funded by the Federal Ministry of Economic Cooperation of Germany. The main objective of the project – is to promote the sustainable improvement of the training-level at the demands of SMEs at enterprises and colleges of Kazakhstan.
