To this topic was dedicated the meeting of the Council for the Protection of the rights of entrepreneurs under the prosecutor’s office in the Zaisan District
The need to conduct a meeting is dictated by the need to solve a number of business problems as soon as possible. Thus, the discrepancy of accounting credentials with the current tax legislation during the state registration of collateral at the Justice department made it impossible to obtain a loan within programs "Sybaga" and "Kulan". "Despite the fact that the tax authorities apply "IIN", the justice department still uses outdated “TRN” in their database", - said the director of the branch of RCE in Zaisan district of East Kazakhstan region Rustem Kydyrbek.
For this reason, heads of the six farms addressed for help to Zaisan branch, who have attended the pre-requisite authorities. Their packages of documents have been formally approved by the credit committee of JSC "Agrarian Credit Corporation".
Also, during state registration and re-registration of agricultural production cooperatives of meat and dairy direction occur systemic problems: when you specify the percentage of shares in the authorized capital of the founders of an agricultural cooperative on the portal of e-government doesn’t activate window for entering data; when you change the members of the cooperative, the program requests change the name of the cooperative, while Article 42 of the Civil Code of the Republic of Kazakhstan does not stipulate this procedure; when inputting information on persons having the status of "residence permit", the program asks for proof of identity, notarized translation into the official language, despite the fact that according to Article 10 of the Law "On the Identity Documents" on the territory of the Republic of Kazakhstan the "residence permit" shall certify the identity of the citizen.
In addition, business entities as a result of inaction of the authorized bodies can’t get a public service within statutory 3 days, instead they had to wait for 45 days. Regarding this problem, a branch has sent a letter to RCE of EKR, it has repeatedly filed applications to the Unified Contact Center "in 1414” and conducted conversations with the employees of JSC "NIT" and the regional Center for Servicing Population in order to bring into line the electronic database of the portal e.gov. The situation remained unchanged for a long time; it was decided to hold a meeting the Council on the protection of the rights of entrepreneurs under the district prosecutor’s office with participation of officials of relevant authorized state bodies.
During the meeting it was decided to formulate and to submit to the authorized state bodies within their jurisdiction a number of recommendations to address the problems.
