How Almaty protects the interests of business
The legal unit of the Regional Chamber of Entrepreneurs summarized half year results
During the first half of 2016 within the line of business protection the Chamber of Entrepreneurs of Almaty received 261 appeals, most of them were resolved positively.
"Protecting the rights of business entities in the amount of 4.8 billion tenge, the favorable decision of the court was made in respect of 31appeals; there were appealed 16 notifications of SRC, 5 licenses obtained, as a result the prosecutor's office issued 8 acts of prosecutorial response. There were conducted 5 meetings of the Council for the protection of entrepreneurs' rights, at which were considered 15 issues, 11 of them were resolved positively, the rest – are in process of resolution", - reported to the head of department for the protection of the rights of the Chamber of Entrepreneurs of Almaty Saltanat Lesbaeva.
The work of the Chamber on removal of administrative barriers continues. In just 6 months, 35 administrative barriers have been identified. 7 of them at the regional level, 28 at the republican level. 1 question was included in the registry of problems, 8 were resolved positively, 22 are under consideration.
"Identification of barriers is carried out within 43 advisory consultative bodies (ACB) with the participation of local executive bodies. Under the signed agreements, the experts of the Chamber are involved in the issuance of licenses for the sale of alcohol products, they participate in unscheduled inspections, workshops. ACBs conduct work on the protection of business interests: Business and regional coordinating councils under the Akimat of Almaty, public councils at the regional Department of Internal Affairs, SRC, Department of the Agency for Civil Service Affairs and Anti-Corruption of RK, Department of Justice, Land Commission, etc. Currently, there were signed 10 cooperation agreements with state bodies, including SRC, Department of Architecture and Urban Planning, the Department of the Agency for Civil Service Affairs and Anti-Corruption of RK, Healthcare Department, the Department of Justice. There were resolved problems of the companies JSC "IAC" Almatygorstroy”, LLP “Global services international”, LLP "Seysmostroyzaschita" and others." - said the head of the department on elimination of administrative barriers of the Chamber of Entrepreneurs of Almaty Bekezhan Kuntaev.
Deputy Director of the Chamber of Entrepreneurs of Almaty on Legal Affairs Kairat Kudaibergen concluded that, in overall, the progressive work is been done by the Chamber on the interaction at the national and international levels. "So, the Chamber opened a permanent office “Doing Business”, on the basis of which in May of this year, together with the Government, ministries and akimat of Almaty city was carried work on reduction of more than 30% licensing procedures that impede business. There was organized a visit of representatives of the World Bank, by the results of which it is expected that Kazakhstan will enter the 30 world ranking of “Doing Business”. In addition, this year in Kazakhstan for the first time appeared the Institute of Business Ombudsman - Ombudsman for protection of the rights of entrepreneurs, who is appointed by the Head of State, Bolat Palymbetov. Thanks to our joint efforts, the activities of the legal unit of the Chamber of Entrepreneurs of Almaty have become more efficient, productive", - he said.
