In 2016, employees of the Service of Economic Investigation of the State Revenue Committee of the Ministry of Finance investigated 557 criminal cases of tax evasion, the payment to the budget as a result of completed criminal cases amounted to 37.6 billion tenge. "For example, the Service of Economic Investigations of North Kazakhstan region detected and suppressed the activity of the group that created the nine pseudo-enterprises and committed 29 episodes of pseudo-entrepreneurship", - said at a press briefing the Deputy Head of the Service of economic investigation of the SRC of MF RK Abzal Baimanov.

He noted that the materials of the criminal case were sent to the court, the damage is estimated at 1.2 billion tenge. "Similar examples can be found in all regions of Kazakhstan", - said A. Baimanov.

In general, for the years 2015 -2016 the Service of Economic Investigations revealed 12 similar groups, all the criminal activities were reviewed by the court, and the perpetrators were sentenced to different terms of imprisonment. At the same time, contractors who have used their services of pseudo-entrepreneurs are brought to administrative liability. For example, Almaly district court of Almaty in 2016 found Mr. L. guilty in tax evasion, who used pseudo-enterprise in the amount of 700 million tenge with the involvement of other individuals. He was sentenced to 6 years in prison.

The Service of Economic Investigations pays particular attention to monitoring of the activities of legal entities and organizations in the use of budget funds. For this purpose, said Baimanov, last year "we had picked a target group within eight directions, it is more than 500 taxpayers worth more than 20 trillion tenge".

"Taxpayers on public procurement as a whole received a total of about 417 billion tenge in 2015, a group of companies, which have used the money under the program "Nurly Zhol" for 2015 - more than 400 billion tenge. Taxpayers within the program of regional development up to 2020, 159 billion tenge, and taxpayers by Samruk-Kazyna group - the largest annual revenues are 56 billion tenge", - said A. Baimanov.

The representative of the Service of Economic Investigations noted that "the monitoring was carried out with the use of our information system".

"At the same time to identify unscrupulous suppliers in specified target groups, we formed our analytical reports. It should be noted that in almost all schemes of use of funds have been identified so-called "gray" schemes of evasion of payment of taxes, for which have been used pseudo-enterprises and doubtful enterprises", - said A. Baimanov.

According to him, settlement of all unreliable taxpayers for questionable shipments amounted to more than 3 trillion tenge, the estimated loss of taxes to the budget amounted to more than a trillion tenge.

So, for example, the Service of Economic Investigations reviewed the scheme for the construction of 10 schools for 1200 seats, which was funded by the local akimats. "It should be noted that the cost of building schools for the same number of seats in the regions ranged from 900 million to 2 billion tenge. Out of 10 general contractors 8 had a low coefficient of the tax burden. Similarly, for the construction of hospitals - 26 out of 30 main contractors had a low coefficient of the tax burden", - said Abzal Baimanov.

At the same time, he stressed that for the Service of Economic Investigations and the State Revenue Committee the low coefficient of the tax burden "indicates the presence of certain schemes of evasion from tax payments". Next A. Baimanov added that since taxpayers are not legally liable for their suppliers, "the representatives of the Service and SRC, together with local authorities met with these taxpayers. "Thus, according to the accepted measures, the taxpayers paid liability in the amount of more than 20 billion tenge, more than 16 billion tenge were recovered in the state budget. For example, in Astana one of the well-known construction concerns, which in 2015, obtained more than 6 billion tenge within state procurement scheme, reimbursed 189 million tenge to the state budget", - summed Abzal Baimanov.
