Private laboratories also want to earn money
At NCE was discussed the access of private laboratory services to the guaranteed volume of free medical care
At the site of the National Chamber of Entrepreneurs was held a "round table" with participation of representatives of the Ministry of Health and private laboratories.
As it was noted by the director of the department of service sector of NCE RK "Atameken" Zhanna Ospanova, Kazakhstan today has well-developed network of private laboratory companies, which are located in the new buildings and equipped with modern facilities, have qualified personnel, which have certificates of international accreditation. They provide laboratory services to population at a high level. But, unfortunately, there is a number of problematic issues in this area.
The first - access of private laboratory services to services provided within the guaranteed volume of free medical care (SGBP), and the activities on centralization of laboratory services, which are carried out by the Ministry of Health.
According to the representative of LLP "Olympus", these problems exist in West Kazakhstan, Pavlodar and South Kazakhstan regions, where private laboratories can’t enter into the market of services within SGBP. It was noted that some of the rules of the law serve as a barrier for free entry of private laboratory services.
The participants of the meeting agreed to establish clear parameters and the volume of services, which are carried out irrespective of the form of laboratory.
This change will improve private sector access to different types of laboratory services.
The Ministry of Health recommended to analyze the share of the private sector in a number of regions (West Kazakhstan, South Kazakhstan region and Pavlodar region), where private laboratory services can’t get to the market.
It is proposed to study the experience of the first centralized laboratory of LLP "Olympus" in Karaganda, and possibly extend it to other regions of the republic.
The participants considered the acute problem of insufficient transparency in selection of laboratory services. Today the choice of the subcontractor is carried out without tender procedures, at the request of the medical organization. Private laboratories insist that the selection of subcontractors for the provision of laboratory services should be carried out through open tenders. NCE supports the proposal of business and will insist on holding transparent tenders.
Representatives of LLP "CDL Olymp" presented to the participants of meeting their efforts to provide screening services, demonstrating the advantages of a private laboratory, as well as problematic issues encountered in the work. According to an employee of the Ministry of Health and Social Development of the Republic of Kazakhstan, currently a working group at the Ministry of Health is engaged in the development of proposals for changes and additions to the law. Unfortunately, the representatives of NCE, and business organizations are not included in this group. In this connection, on the proposal of NCE, the working group will include representatives of the private health care organizations and suggestions of the participants of the meeting will be considered at it.
Summing up the discussion, it was pointed out that earlier the issue of access of private laboratory services to SGBP has been repeatedly rejected by the public agency.
"And, finally, today we got with the state body to the negotiating table to discuss the issue together. These issues need to be submitted for a broad discussion, not in a narrow range, as often happens. It is gratifying that today the Ministry of Health does not ignore the existing problems and is willing to work with NCE and the business community to address issues of laboratory services more widely", - concluded Zhanna Ospanova.
