T. Shotanov: "Business must be served on the principle of single window"
The issue of transfer of the functions of the Centers for servicing investors in management of NCE was discussed at NCE RK "Atameken"
"Now there are central authorities to attract investment in the face of the Investment Committee, Agency “Kaznex Invest”. Centers for servicing investors were set up at the regional level. I do not want to evaluate their work, but I would like to draw your attention to the fact that we need some kind of one-stop shop for all of our businesses, potential investors, both domestic and foreign, so that they can receive a range of services in one place", - said the deputy chairman of the National Chamber of entrepreneurs of Kazakhstan "Atameken" Tulemis Shotanov.
He noted that today in Kazakhstan in order to help to business were set up regional chambers of entrepreneurs, Centers for servicing entrepreneurs "Atameken", business service centers, Centers for servicing entrepreneurs "Damu", Centres for Servicing Population and Centers for servicing investors, which are on the balance of local executive bodies. "That is, there is a situation when the entrepreneur is at a loss where to go and where to get a full range of services. We propose to create a business service center on the basis of a single window. We want as much as possible to transfer the functions of the regional chambers of entrepreneurs to Centers for Servicing Entrepreneurs "Atameken". It would be appropriate to place CSE “Damu” and other Centers, as well as representative offices of STB, employment centers in one place ", - said deputy chairman of the Chamber.
Shotanov stressed that the Chamber will cope with these functions. "I'll give you a few figures. At the end of the year, we served a record number of entrepreneurs - over 50 thousand services, although in the past, this figure was at the level of 10-15 thousand. The budget was the same", - he said.
In addition, a representative of "Atameken" announced the launch of the regional map of development of business. "You can go to the website businessmap.kz and to get complete information on the economic specialization of a particular region, the benefits of the work for investors, etc. The map is in two languages - Russian and English. Soon it will be translated into Kazakh, and after into Chinese", - he said.
The Chairman of the Committee for Investment and Development of the Ministry of Investment of Kazakhstan Yerlan Khairov also made a speech at the meeting. "I agree that Centers for Servicing Investors do not always work the same way. There are regions-leaders, there are regions which are not. I think we should approach this issue consistently. Once we have a pilot project in Mangistau, we need to see the results. If they are good, then it makes sense to think about transfer of this function", - he said.
Meanwhile, representatives of the regions have expressed doubts about the need to change the established order. Therefore Shotanov, summarizing the discussion, proposed to work on some issues and to get back to the topic. "It is necessary to enhance the interaction of regional Centers for servicing investors, to determine the budget classifier of financing of CSI, to study the technical feasibility of each region, as well as to study the experience of the pilot project", - he said.
"Most importantly, we all have an understanding that this work should be intensified, to keep at a certain level. There must be interaction between the National Chamber, all development institutions that exist in the region. I ask directors of RCE to work closely on this issue, to keep it under control", - concluded the representative of the Chamber.
