Tariff increase was illegal
Entrepreneurs of Abay managed to get back old tariffs for heat
Department of the Committee for Regulation of Natural Monopolies of Karaganda region has canceled an order approving the increase of tariff for transmission, distribution and supply of thermal energy by LLP "Abaylyk Zhylu zhuelerі" on the proposal of the Prosecutor's Office, which was introduced upon the request of the director of the branch of the Chamber of Entrepreneurs of Karaganda region in Abai district Nadezhda Peregon.
On 19th of January this year by the order of the regional DCRNM were approved new rates, according to which business entities have to pay 5981, 56 tenge per 1 Gcal. The former rate was 2050,14 tenge, thus, there was observed threefold increase. By the order of the antimonopoly body a 30% deduction was applied to organizations of the public sector.
However, hearings on increase of tariff were conducted without compliance with the law, according to which the ad should be published not less than 5 days. Information about the hearing was posted only for 3 days, two of which were weekends.
63 entrepreneurs signed the appeal, which was directed to the branch of the Chamber of Entrepreneurs in Abay.
Prior to 21st of July 2015, LLP "Abai heat networks" carried out heating, the founder of which was "Kazakhmys" corporation. And on 21st of July, it was a new enterprise LLP "Abaylyk Zhylu zhuelerі", the only founder of which is Akimat of Abay district.
