Domestic manufacturers are ready to produce military boots for the army
The issue of the state order for military uniforms was discussed at NCE RK
At present, there are about 100 domestic potential suppliers of military clothing
Secretariat of the Committee of the manufacturing industry of the National Chamber of Entrepreneurs of RK "Atameken" held a meeting in the format of the videoconference with the sub-committee on light industry to discuss the issues of development of technical specifications for the uniforms and the formation of the state defense order for 2016.
The criteria for selection of companies were discussed at the meeting, participants shared their problems and made their suggestions. The meeting was attended by representatives of the Office of Armed Forces of Kazakhstan, the Committee on Emergency Situations of the Ministry of Internal Affairs of the Republic of Kazakhstan, the Border Service of the National Security Committee, the National Guard Service of Kazakhstan, Committee for Technical Regulation and Metrology of the Ministry of Investment and Development of Kazakhstan as well as representatives of industrial enterprises.
Head of the Secretariat of the Committee of manufacturing industry Tolegen Moldakhmetov was the moderator of the meeting. "Today we have a regular meeting of the subcommittee of the manufacturing industry. Currently, the association of light industry enterprises prepared the schedule for testing national standards for uniforms for 2016. It is important that the light industry enterprises once again look at the agreed schedule", - he said.
President of the Association of Light Industry Enterprises of Kazakhstan Lubov Khudova reported that, according to the protocol decision dated by 24th of November 2015, the Association on the basis of the developed national standards for uniforms in 2015, prepared the technical specifications. Thus, according to this protocol decision, the enterprises should conduct testing of the developed national standards and submit them to the Association for their comments and suggestions until 1st of April 2016. "It is important that all companies join this work and present their suggestions and comments until 31st of March 2016", - added Khudova.
The head of the clothing department of the Armed Forces of Kazakhstan Ruslan Kokishev also made a speech on the issue. He said that businesses need to conduct commercial testing of national standards according to the schedule.
During the discussion, the light industry enterprises have expressed the initiative to make high ankle boots from hydrophobic leather with a zipper and to provide them for test to the Ministry of Defence.
In addition, the issue of formation of a defense order for 2016 was discussed during the meeting. Light industry enterprises announced a number of problematic issues regarding the establishment of a competitive price, taking into account the devaluation of the national currency. Director of the Department for Development of civil production of JSC "National Company" Kazakhstan Engineering" Malik Syzdykov pointed out in his speech that currently 96 companies are in the list of potential suppliers, which have been prequalified. However, not all companies provide the necessary materials (costing, etc.). "We consider it reasonable to appoint a company to carry out defense orders by regions. Regarding pricing, we come to this issue carefully: we requested contracts for imported materials, the prices are considered in the view of rising prices for raw materials ", - he said.
Following the meeting, there was reached an agreement on the schedule of testing regimental uniforms in compliance with the draft national standards developed in 2015. However, all enterprises of light industry are encouraged to submit proposals on amendments and additions to the national standards on the basis of testing to the Association of Light Industry. The Committee for Technical Regulation and Metrology of MID RK recommended to consider the issue of provision of testing laboratories with the necessary equipment to verify compliance of the hydrophobic leather.
