If you ship goods to EAEU - check the database of UACS!
The Ministry of Agriculture of the Republic of Kazakhstan provided NCE with an access to the Unified Automated Control System
These are the results of a memorandum on cooperation (partnership) on the traceability of goods subject to veterinary control (supervision), which was signed recently at NCE.
According to this document, the veterinary control of imported goods will be ensured by NCE RK "Atameken" and the Committee of veterinary control and supervision of the Ministry of Agriculture.
As it was previously reported, in the process of accession to the World Trade Organization, Kazakhstan has made commitments, under which the import of goods to the territory of our country is subject to veterinary inspection under two-way certificates, which are different from the single form of veterinary certificates of EAEU. At present, there have been agreed 13 veterinary certificates with the European Union. According to the Protocol "On some issues of import and circulation of goods on the customs territory of the Eurasian Economic Union", signed by the Heads of the States of EAEU on October 16, 2015, goods subject to veterinary control (supervision) introduced to the territory of the Republic of Kazakhstan from third countries, and produced from these products , can be moved from the territory of the Republic of Kazakhstan to the territory of other Member States of EAEU only if the goods are imported in accordance with the animal health requirements of the EAEU and the applicable rates of CCT of EAEU.
Kazakhstan intends to fulfill its obligations to ensure the traceability of goods, through implementation of a unified automated control system (UACS) and providing direct access to specialists of authorized bodies in the field of veterinary medicine of EAEU member states, with the subsequent integration of the system with the systems of Member States of EAEU.
In order to minimize the risks of domestic entrepreneurs when exporting goods subject to veterinary control (supervision) from the territory of Kazakhstan to the Member States of the Union, the Ministry of Agriculture has provided NCE RK "Atameken" with an access to UACS.
According to the memorandum, representatives of the regional chambers of entrepreneurs in order to verify the validity of granted veterinary documents for transport of goods subject to veterinary control (supervision) in the electronic database, will be given a login and password to log in.
Entrepreneurs during the export of veterinary products to the member states of the Union have the possibility to check the presence of veterinary certificates in UACS database by addressing to the responsible employee of the regional chamber.
It is worth noting that access to UACS is confidential, and the disclosure of any information to third parties, including information about the traffic flow of controlled products available in UACS entails the responsibility stipulated by legislative acts of the Republic of Kazakhstan.
As it was reported by the Department of Economic Integration NCE RK "Atameken", on March 10 this year at 15:00 (Astana time) at NCE will be held a round table on the import / export of goods subject to veterinary control and supervision, in accordance with the obligations of the Republic of Kazakhstan adopted in the framework of accession the WTO with representatives from the Ministry of Agriculture via a videoconference.
The participants of foreign economic activity, engaged in export / import of controlled products, can take part in this event by registering in the regional chambers of entrepreneurs.
