Rating of state officials was presented at NCE

The aim of the project is to evaluate the effectiveness of the state bodies, identification and elimination of shortcomings, weaknesses affecting the development of entrepreneurship. The public is invited to carry out the monitoring: by horizontal - regional chambers of entrepreneurs in industry and functional aspect (local executive bodies, territorial subdivisions of the central government agencies, law enforcement and judicial systems will be assessed); by vertical - central office of NCE RK "Atameken" (the formation of the rating of LEB, CGB, law enforcement, the judicial system on the basis of information provided by RCEs).

"At present, the work is completed on the preparation of the general methodology for public monitoring. By the results of public monitoring, it is offered to form annually the rating of the best and worst state bodies based on satisfaction of public and business with the policy and provides services", - said director of the department of public monitoring and working with administrative barriers NCE RK Yerbol Ustemirov, speaking at a meeting of the Council on combating corruption and the shadow economy of NCE RK.

According to him, this year for monitoring of activities and actions were selected government agencies that are most in contact with entrepreneurs: Committee on Regulation of Natural Monopolies and Protection of Competition of MNE RK and its territorial units; The Committee on Consumer Protection of MNE of RK and its territorial units; State Revenue Committee of MF RK and its territorial divisions (e tax and customs services, services of economic investigations); Committee for Technical Regulation and Metrology of MID RK and its territorial units; Committee of Industrial Development and Industrial Safety of MID RK and its territorial units; the Committee on Emergency Situations of MIA of RK (Fire Service) and its territorial units; bodies of internal affairs; local executive bodies (management of land relations, GASK, architecture and urban development, public procurement, passenger transport and highways). In addition, it is planned to be evaluate the effectiveness of the courts and prosecutor's offices in 2017.

"Thus, it is planned that by the end of this year, the public authorities will be given an objective assessment of the effectiveness of the implementation of their tasks and functions", - said Ustemirov.

Responsible Secretary of the Ministry of Finance of Kazakhstan Natalia Korzhova, in turn, noted that now a lot of organizations carry out ratings of state bodies. "And we are evaluated by structures, which are higher in the hierachy: Administration of the President, the Government. The ratings of the state authorities have a separate section of the rating assessment of executive secretaries. "Is there a need to do another rating? If we are talking about some kind of analysis, for example, publications in the media - positive, negative, such a rating exists. And when the rating comes out, then what is next? Just know where we are in the coordinate system? We know ", - she said.

Deputy chairman of NCE Rustam Zhursunov answered her statement. "I believe that there is no such thing as too many ratings. It is a form of public monitoring, which is provided by the law "On the National Chamber of Entrepreneurs" - it is our duty. I absolutely agree that the methodology - is a key issue. The results of this rating will be included in the national report on the development of entrepreneurship, which NCE annually delivers to the Head of the State. It will be an integral part of how business feels towards a particular government agency, including, the territorial aspects", - he said.
