Terms for circulation of products subject to veterinary control (supervision)
As it was previously reported, from 11th of January this year year import duties were reduced for the list of goods, which consists of 1347 headings.
However, = Kazakhstan has committed to import goods subject to veterinary inspection into the territory of the Republic of Kazakhstan by bilateral certificates, which differ from the single form of a veterinary certificate of EAEU. The list of agreed certificates in the format “the European Union - Republic Kazakhstan” includes 13 certificates.
In this regard, pursuant to the Protocol "On some issues of import and circulation of goods in the customs territory of the Eurasian Economic Union", which was signed by the Heads of State of EAEU dated by October 16, 2015, goods subject to veterinary control (supervision) introduced into the territory of the Republic of Kazakhstan from third countries, and produced from these products can be moved only if the goods are imported according to the requirements in the field of veterinary and sanitary measures of EAEU by the current rates of CCT of EAEU.
If these products are imported under the requirements that are different from those in the field of veterinary and sanitary measures of EAEU, then products made from them products can’t move on the territory of other Member States.
In this regard, we re-draw the attention of entrepreneurs to the algorithm of circulation of goods subject to veterinary inspection, and included in the list:
- If the importer is confident that this product will be exported to the countries of the Union, then it can be imported by the EU-Kazakhstan Certificate and it can be imported at low import duties, if the imported goods are included in the list of exemptions;
- If an entrepreneur plans to move imported goods to EAEU countries, then the import of these products to the Republic of Kazakhstan should be done by veterinary certificates of EAEU at the rate of CCT of EAEU, if present in the list of exemptions;
For export of goods included in the list of (imported by EAEU standards), you must have a veterinary certificate, as well as its presence in the unified automated control system (UACS).
In case of goods produced in Kazakhstan, which are subject to veterinary control (supervision)
- If the products manufactured in the Republic of Kazakhstan are made of the goods subject to veterinary control (supervision), but which were imported by EU-Kazakhstan certificates, its export from Kazakhstan is prohibited;
- If the products are made of manufactured goods subject to veterinary control (supervision), and imported under certificates of EAEU, the export is permitted provided that it is not on the list.
If products specified in paragraph 2 are in the list upon its export to Member States of the Union, an entrepreneur must have the shipping documents:
• the original certificate of origin of ST-1 form;
• electronic copy of the invoice, which is certified by the territorial bodies of the State Revenue Committee of MF RK;
• the original of the veterinary certificate of EAEU;
• presence of a veterinary certificate in UACS.
However, the report that is currently SPE Kazakhstan "Atameken" is working on the signing of the Rules of interaction with the Committee of veterinary control and supervision of the Ministry of Agriculture to provide access to the regional chambers of entrepreneurs to UACS to verify the availability of the necessary certificates in the database of the Ministry of Agriculture.
In this regard, we ask all entrepreneurs engaged in import-export activities of goods subject to veterinary control (supervision), when exporting the above products to contact the regional chambers.
