Marat Bakkulov "Today business is deprived of honest domestic procurement procedures"
Business representatives supported the idea of NCE to create a registry of bona fide suppliers and an industrial certificate
Speaking at an enlarged meeting of the Presidium of the National Chamber of Entrepreneurs of Kazakhstan "Atameken", Marat Bakkulov, Chairman of the Board of Directors of LLP "Almaty Fan Plant", stated that "the concept that is considered today, directed on support of domestic producers in terms of membership of the Republic of Kazakhstan in the WTO and the EAEU, is a relevant, timely document designed and initiated by a business our country".
"We are all aware that the replacement of “CT-KZ” form by an industrial certificate is not just a formality, it is a productive step to the new business - government relations. The register of bona fide suppliers and industrial certification will be under control of both the Government and NCE, they will be the basic documents in the field of public procurement and procurement of "Samruk - Kazyna". And this situation is the most attractive for domestic producers", - said Marat Bakkulov.
According to him, the Engineering Union of Kazakhstan is one of the initiators of the register of bona fide suppliers and the industrial certificate.
"From the first day of conduction of an internal audit of some companies, having “ST-KZ” certificates of origin by the National Chamber, we as technical experts and representatives of the Union of Mechanical Engineers, participated in these activities. For the first time since August of this year, we as part of the audit committee, established by NCE, conducted dozens of audits of enterprises. We revealed numerous cases of "pseudo-entrepreneurship", as a percentage of 50/50, and sometimes quite scary figures: we inspected the proven companies (60) of machine-building industry by travelling to the locations to check the production facilities and only a small amount (about 11 enterprises ) were honestly engaged in manufacturing process", - said the businessman.
At the same time, he stressed that due to the personal involvement in the inspection process during the internal audits were revealed the facts of pseudo-entrepreneurship among a number of companies involved in mere assembly operations, or are involved in procurement of imported foreign goods with the logo "Made in Kazakhstan".
According to Bakkulov the acting mechanism of “CT KZ” certificat does not give the desired result, but on the contrary, leads to unfair competition and poor public procurement, squeezing the real manufacturers during tenders and procurement procedures.
"The current market of state procurement does not meet the interests of the business - community. Today business is completely devoid of flawless, fair and open procedures of domestic procurements. All procurement procedures, even in electronic form, are held with some costs, corruption component, interest and intervention of a third force, and, as a consequence, discontent of bidders", - said the head of the Almaty fan factory.
In this regard, Marat Bakkulov, referring to the Government, proposed that the conduct of confirmation of the status of the domestic producer should be transferred to NCE, and through it to industry associations and unions.
"We offer a new, fundamentally accurate model of domestic procurement, in which each entity must declare itself. For the first time in a quarter century, and the modern history of the country we declare the campaign of revealing the real information about the industrial potential of the country. This will give new impetus to the development of industry in Kazakhstan", - said the businessman.
According to him, the Register of potential suppliers and an industrial certificate will determine the recognition of the quality of products of industrial companies, its professional authorship, the exclusive right to manufacture and the priority of its products in the procurements of state agencies and "Samruk - Kazyna". A an industrial certificate will present an exclusive right to the state to use only priority products, confirming the recognition of the produced goods - matching domestic production.
