Entrepreneurs can quickly inform the state authorities about all the problems
"We all know that in the present conditions of work in our society, every producer of goods and services should resolve all the problems exclusively by himself. And I think that the creation of the National Chamber of Entrepreneurs, was like an urgent necessity, an imperative. At last, there is a body, where can apply absolutely every businessman, businesswoman with their questions, problems", - said the Acting Director General of LLP "Kurylys" Zhibek Aralova, commenting on the results of the work of the Chamber of entrepreneurs of East Kazakhstan region.
According to her, the National Chamber of entrepreneurs from the early days became a real link between entrepreneurs and all authorities, both the executive and the legislative authorities.
"Finally, entrepreneurs can quickly bring to the notice of authorities all the nuances of their issues, which get solved or ways of their solution are being sought. On my own example – as a representative of the medium-sized business of the construction sector, I can say that from eight in the morning until eight in the evening, I can catch the head of the Chamber of Entrepreneurs of EKR - Igor Shatsky, and all other staff at their working place. During these two years of existence of the Chamber of entrepreneurs, I personally, on behalf of his organization, addressed to the Chamber of entrepreneurs about fifty times, both orally and in writing. Sometimes a phone call is sufficient to ensure a solution of a problem, we obtain competent advice, but often we have to submit appeals in writing", - says Zh. Aralova.
The entrepreneur shared that in October of this year, she addressed to the prosecutor’s office with the issue of different approach to the procedure of public procurement. This issue was reviewed by the public council with the participation of the regional prosecutor’s office, which was mandated to explore and to summarize, and, most importantly, we were allowed to continue production without fear of an appeal from the District Prosecutor's Office. That is, the issue was quickly resolved without further loss of time and red tape.
"In general, the Chamber of entrepreneurs provides qualified legal assistance with six lawsuits, 8 appeals were presented to the regional prosecutor's office regarding violations of our rights, which were considered properly, satisfactorily, they assisted us in timely disbursement of funds on state orders, we also addressed to the judicial authorities, State Architectural Control Service, REC EKR, on the facts of delays in the issuance of technical solutions with unreasonable demands, because it is hard to get to any mid-level officials, we address to the Chamber for assistance", - said the businesswoman.
She also noted that the Chamber of Entrepreneurs sends queries to all republican committees, ministries and government agencies to address many systemic issues with the application of deep analysis and solutions. For example, the question of inclusion of unnecessary large number of machinery and equipment for the production of works in the resource estimates, issues of pricing in the construction, improvement of the law on public procurement and so on.
In turn, the acting General Director of LLP "Kurylys" Aralova Zh. also made a proposal - to impose liability for submission of false information by participants of public procurement.
"In practice, it turns out that in fact, for some minor violation, the contestants spend months in courts at risk of being included in the list of unfair participants. But there is a bank guarantee, and let the participant to have a choice - either to pay a fine, for example, for every inaccuracy 10% of the amount of the bank guarantee, or to go to court. Because then, as in advertising, is the effect of "four in one" greatly relieve the courts, employees of the Chamber of Entrepreneurs, participants of competitions and, more importantly, the state budget gets revenue. Firstly, it will be updated, and secondly, their employees will not spend a lot of time on litigation work", - an entrepreneur has expressed her opinion.
