Over the past two years, the largest enterprise in the south of Kazakhstan LLP "Kazphosphate" had additional annual expenses in the amount of more than 300 million tenge due to participation in the scheme of foreign exchange of power between the Republic of Kazakhstan and the Kyrgyz Republic.
Chemists, as the largest consumer of electricity, responded to the call of the Government of the Republic of Kazakhstan, which was solving the problem of irrigation of crops of Makhtaaral district of South Kazakhstan region with water from Kyrgyzstan. Kyrgyz side gave water in summer, together with electricity generated from it, instead they requested electricity during the heating season.
In a letter to the Chairman of the Board of the National Chamber of Entrepreneurs Ablay Myrzakhmetova the General Director of LLP "Kazphosphate" Mukash Iskandirov thanked the members of the Secretariat of the Committee of the manufacturing industry NCE RK "Atameken" for assistance in dealing with the difficult issue of one hundred percent of additional costs through the establishment of temporary reduction factors for the rates of JSC “KEGOC” for electric power transmission. There has also been issued a special Government decree of RK on the transfer price for the exchange of electricity.
On the basis of the documents presented by LLP "Kazphosphate" to JSC “KEGOC” and the relevant state authorities by the order of the Committee on Regulation of Natural Monopolies and Protection of Competition of the Ministry of National Economy of Kazakhstan were established discount rates for the services of JSC “KEGOC” at a rate of 0.85 in September and 0, 71 in November-December 2015. This step should eventually allow to compensate for the additional costs of transporting electricity when returning to the Kyrgyz Republic.
Also as a result of establishing the transfer price for the exchange of electricity by a special Government decree, the manufacturers of chemical products for the compensation of VAT were able to apply the minimum price for electricity exchange (0.000001 USD / kWh) and to minimize the amount of tax deductions.
"The solution to this problem will not prevent the growth of the cost of our products and ensure its competitiveness at the international market of phosphorus-containing products", - said in the conclusion of his letter Mukash Iskandirov.
