NCE RK "Atameken" held the first public hearing on the tax policy in relation to small and medium-sized businesses
It is planned to discuss the planned changes by the Government's in the taxation and tax administration and counter-proposals of the National Chamber of Entrepreneurs. The issues of customs administration and risks for foreign trade will be discussed separately,
The draft of the law "On amendments and additions to some legislative acts of Kazakhstan on the issues of taxation and customs administration" has already been submitted to the Mazhilis, having a number of controversial provisions.
In particular, in 2017 it is expected to lower the threshold for mandatory registration as a VAT payer (from the current threshold of 30 000 to 3234 MCI with simultaneous cancellation of the voluntary registration as a VAT payer.
No less controversial, according to experts of NCE is the norm on the introduction of a new requirement for registration of accompanying invoices for imported and transported through the territory of the Republic of Kazakhstan goods, as well as the mandatory registration of invoices in an electronic form.
In addition, in 2017 will be implemented "optimization" of existing tax regimes. For example, the abolition of the special tax regime on the basis of a simplified declaration for peasants (farmers), agricultural producers and rural consumer cooperatives.
The draft law proposes to review the current methodology for calculating mineral extraction tax (MET) on groundwater, according to the NCE, the increased tax will put an additional burden and higher costs on domestic producers of beverages.
It was also suggested to change the tax law by introducing sales tax, retail taxes for retailers and caterers, as well as to increase the rate of personal income tax.
According to the National Chamber, as a result of the implementation of these measures will be strengthened state regulation and control. The operating costs of entrepreneurs will increase. Entrepreneurs face with serious problems. Growth of imports of alcoholic beverages to Russia and the planned growth of alcoholic products from Kyrgyzstan, as well as the establishment of minimum requirements for capacity of production facilities, creates a critical situation for the domestic producers of ethyl alcohol and vodka producers. Analysts believe that this will lead to a decrease in production of domestic enterprises and the possibility of closure.
It was proposed to discuss the whole range of issues at NCE in the environment of maximum openness and transparency. It is planned that in the public hearings that will take place in the form of a video conference will be attended by representatives of government agencies, and representatives of business associations.
