"Green light" for medical centers
Amendments to the sanitary rules, which were initiated by NCE RK "Atameken", will help development of medical care
On August 27 of last year was held a meeting of the Committee of the pharmaceutical and medical industry and medical services NCE RK, the President of the Association of private medical institutions Gulnara Otepova noted hard work and support of the National Chamber of Entrepreneurs of Kazakhstan "Atameken" in addressing the problems of small and medium businesses in the healthcare industry.
The Association addressed to NCE RK with the request to assist in resolving issues concerning the requirements of "Sanitary rules for healthcare facilities and the organization of disinfection and disinfestation".
The essence of the problem is that the Sanitary Rules contain very stringent requirements. The impossibility of opening a medical center in residential and public buildings, adjacent buildings, excess space of some offices, established standards - all these hindered the work of existing small medical centers and prevented the opening of new medical offices.
Claims submitted in the Sanitary Rules, mainly contributed to the development of large health care organizations that are multidisciplinary. The peculiarity of the private health sector is its narrow focus and provision of consultation services at their own expense. As a result, an entrepreneur, who specializes in the provision of health services to the population, did not have the opportunity to open a small office or a medical center.
As a result of the consultations and negotiations between the Association and the National Chamber "Atameken" with the Committee on Consumer Protection of the Ministry of National Economy of Kazakhstan amendments were introduced to the Sanitary Rules have been made and approved. From now on, location of medical offices and organizations that provide outpatient care, with a capacity of not more than 150 visits per shift (including day hospital) and outpatient surgery centers is possible in public buildings, in the built and adjoined to them structures.
In order to reduce the financial burden on the entrepreneur, but without affecting the health of the population, and without breaking the disinfection regime, sanitary rules stipulate reduction of the frequency of bacteriological quality control of sterilization of medical products from 1 time per week to 1 time per quarter. Bacteriological monitoring of the air environment has been reduced from 1 time per quarter to 1 time in half a year.
The amendments to the regulations will contribute to favorable development of small and medium-sized businesses, opening of small healthcare centers, surgeries needed to the population, and reduce the financial burden for entrepreneurs, providing medical services.
