Production and marketing of agricultural products plays an important role for the agrarian region. About what is being done by the organization for exporters of agricultural products, we are talking with Deputy Director of the Chamber of Entrepreneurs of Zhambyl region on economic issues Aspandiyar Seisebaev. - Aspandiyar Muratalievich, does the Chamber of Entrepreneurs track the export of agricultural products? Can you say that you know not only statistical official information, but also the real state of affairs, because the Chamber issues certificates of origin of goods that are necessary for businessmen for export? - Of course, we follow the dynamics of exports, we analyze which goods are exported, what are imported, we provide comprehensive support to exporters and those businessmen who have the potential for this. But for us paramount importance is not the export volumes, figures and data, but sales markets, their expansion. As you correctly noted, the Chamber of Entrepreneurs of Zhambyl region issues certificates confirming the origin of the goods, and the customs service is fully aware of the posts and countries that the goods have passed. But we can track changes in the market. For example, last year an unprecedented number of vegetables - potatoes, onions, cabbage, went to the market of Uzbekistan. Thanks to the work that we are doing, we can somehow orient our entrepreneurs. Indeed, if the Uzbek market opens for our business, we will be very happy about it. Why? Because, for example, our region not only provides itself 100% with its own onions, there remains a large surplus, and we really need export. We have very great potential. Agricultural producers of potatoes, onions, cabbage, I would recommend paying great attention to quality. Now the process of globalization of markets is going on, when the heads of state of Kazakhstan and Uzbekistan met, they decided that they would open new posts for trade. Currently, about 800 active enterprises with participation of Uzbek capital are represented in Kazakhstan. President Nursultan Nazarbayev emphasized the implementation of transit and transport cooperation, including the launch of high-speed railway Astana-Tashkent, as well as new air and bus routes. Another promising direction is the Chinese market. Now, for example, the leadership of NCE RK "Atameken" is developing exports of mutton to China. If earlier we mainly focused on the Russian market, now we already have an alternative - new markets open before us. - Since we touched on the topic of China, I would like to know what we can export to this country? - In early April of this year, in accordance with the instructions of the Head of State, the Kazakh delegation led by Deputy Prime Minister of the Republic of Kazakhstan - Minister of Agriculture Askar Myrzakhmetov went to the capital of the People's Republic of China, Beijing, they held a number of important meetings, where the issue of access of Kazakh agricultural products to Market of China were discussed. The parties discussed a number of important issues regarding the lifting of restrictions and access of Kazakh agricultural products to the Chinese market. In particular, the Chinese side confirmed the holding in April of this year of an inspection of the meat production system - mutton, and meat processing enterprises for inclusion in the Register of Supplier Companies of China. Both sides will speed up procedures for coordinating the draft veterinary and phytosanitary requirements for export from the ROK to the PRC. There is a list of goods where all categories of goods for export are listed. Crop production includes spring wheat and soybean; livestock breeding - frozen fish, pedigree and regular horses, skins of large and small cattle. There are goods on which the bilateral protocols are negotiated - these are various oilseeds, legumes and grains, mixed fodder, some vegetables and fruits, and melons. In addition, there is a list of goods for which work is being carried out on removal of export restrictions to the PRC - beef, lamb and meat products from them, poultry and chicken offal, slaughter horses, honey and bee products. There are also processed products for export to China - dairy, meat products, fat and oil products, vegetable oil, confectionery, soft drinks. In general, the platform for the export of our goods is ready, but there are problems that need to be worked out with the local authorized body, with the Chamber and with the commodity producers themselves. These are the loads that will now fall on entrepreneurs, when inspectors will come from China, check our enterprises. Our businessmen should be ready for this. The products must comply with veterinary, phyto-sanitary and other rules and regulations of China. In addition, each exporting enterprise should be prepared to have its own identification code for any type of goods, a single code, along which it is possible to track the origin of the goods, their movement. The realities are such that the main products that are exported from our region are meat of large and small cattle, as well as fruit and vegetable products in small quantities.

At the same time, when speaking about export-orientation in the economy of our region, we must understand with you not only the supply of Zhambyl products to near and far abroad, but also deliveries to other regions of our country. - Let's move on to concrete facts - which businessmen helped the Chamber of Entrepreneurs, what exactly was done? - Firstly, let's begin with the fact that the Chamber of Entrepreneurs of Zhambyl region initiated the creation of a Working Group that will be oriented to support development of agricultural exports from our region, as well as to consider the sale of agricultural products in parallel. Within the framework of this Working Group, we will meet on a quarterly basis, the first one has already been held a few days ago. We can say, for example, the "Napoleonic" plans for the current year - to monitor and create a register of promising areas for agro-industrial production for export, to create a register of entrepreneurs - potential exporters of agricultural products, to develop schemes for the export of agricultural products, taking into account all related costs and procedures, and also state programs of support of businessmen at export. The Chamber of Entrepreneurs will also continuously provide information and consultative and methodological support to enterprises, consider their problematic issues arising in the sale of products and exports. We want not only to identify the need of foreign countries in our domestic products, but also to find out how competitive our products are. If we take, for example, livestock products, I can safely say that they are not inferior in quality to competitors, but the role is also played by marking, packaging, brand, and trademark. That's all we have to work with our entrepreneurs. At the meeting of the commission we examined the export of livestock products - beef and lamb meat, export of vegetables to Russia, Uzbekistan. We want to work out the issue of selling coarse wool, which is in demand by felt factories. In this they intend to interact with the Russian Federation. We will also assist LLP Tarazkozhobuv in the marketing of semi-finished products to the wind and leather products of crust to Europe and China. We are already negotiating with Spanish, Italian, Chinese companies. We will assist LLP "Lugovskoy Konny Zavod" in the export of pork meat to the border regions of the Russian Federation, the farm "Zam-Zam" in the sale of cultivated products - apples and grapes. - How else will help exporters? - The issue of construction in the city of Taraz of a customs clearance area with an operating room where officials of state revenue, veterinary, quarantine, sanitary and epidemiological control and others will be located is being considered. This issue is solved by the Ministry of Finance of the Republic of Kazakhstan and other state structures. From the side of the Chamber of Entrepreneurs in this matter, assistance is needed in terms of attracting investments. Here they want to connect a business - cleaning zone they want to do with the participation of entrepreneurs. Taking the opportunity, I want to invite our businessmen to participate - the projects will not only be paid back, but also profitable. There will be catering, and hotel business, and service to repair cars, possibly, and a trading zone. This will be one window export and import, a standard project of customs clearance zones is being developed by the Ministry of Finance, we will publish it.
